The trial court's judgment dismissing appellants' appeal for lack of subject-matter jurisdiction was affirmed. R.C. 119.12 permits an appeal by a party adversely affected by an order of a state agency issued pursuant to an adjudication. But here, the Ohio Department of Transportation is not an \agency\ as defined in R.C. 119.01(A) nor was there an \adjudication\ as defined in R.C. 119.01(D).
