<p>Leasing Mining Ground to Aliens. — Prior to act of Congress of March 3, 1887, known as the “Alien act,” there was nothing in the laws of the United States, nor of the territory of Idaho, prohibiting aliens from holding and working mining ground, under ■a lease from one qualified, and who had made a proper location of such mining ground.</p> <p>(Syllabus by the court.)</p>
