The common pleas court erred in its appellate review of Oil & Gas commission decision concerning moratorium on or \shut-in\ of injection into the earth of waste effluent from horizontal drilling for natural gas, which disposal experts agreed caused seismic earthquake activity in Trumbull County, Ohio. When the common pleas court favored one expert's testimony over that of another heard by the Oil & Gas commission and fashioned a remedy outside of its authority that was based on speculative evidence it abused its discretion. Judgment reversed in part and affirmed in part and modified to affirm the decision of the Oil & Gas commission.
