SUPPLEMENTARY INFORMATION:
Background
On February 16, 2021, Commerce published in the Federal Register
the countervailing duty order on millwork products from China.\1\ On
February 2, 2026, Commerce published in the Federal Register a notice
of opportunity to request an administrative review of the Order for the
period of review January 1, 2025, through December 31, 2025.\2\ We
received timely requests for an administrative review from the
Coalition of American Millwork Producers (CAMP or petitioner),\3\ and
five Chinese producers of subject merchandise: Bel Trade Wood
Industrial

Co., Ltd Youxi Fujian (Bel Trade), Baixing Import and Export Trading
Co., Ltd Youxi Fujian, Fujian Hongjia Craft Products, Co., Ltd., Huaan
Longda Wood Industry Co., Ltd, and Longquan Jiefeng Trade Co., Ltd.
(Jiefeng) (collectively, Bel Trade et al.).\4\ We initiated an
administrative review with respect to 34 companies on March 31, 2026,
in accordance with section 751(a) of the Tariff Act of 1930, as amended
(the Act) and 19 CFR 351.221(c)(1)(i).\5\ On April 14, 2026, we placed
on the record U.S. Customs and Border Protection (CBP) data for the
entries of millwork products from China during the POR and invited
interested parties to comment.\6\ No interested party submitted
comments regarding the CBP data. On May 14, 2026, we selected Bel Trade
Wood Industrial Co., and Zhangzhou Wangjiamei Industry and Trade Co.,
Ltd., as mandatory respondents in the administrative review.\7\

and Border Protection,'' dated April 14, 2026.
\7\ See Memorandum, ``Respondent Selection,'' dated May 14,
2026.
---------------------------------------------------------------------------
On June 29, 2026, the petitioner timely filed a withdrawal request
with respect to 14 companies for which it requested an administrative
review, and Bel Trade withdrew its request for an administrative review
of itself.\8\ On July 30, 2026, Commerce issued a memorandum of intent
to rescind the administrative review with respect to 21 companies that
had no suspended entries of subject merchandise in the CBP data during
the POR and inviting interested parties to comment.\9\ Commerce
received no comments on the intent to rescind memorandum. On August 3,
2026, Bel Trade et al. submitted a letter notifying Commerce of an
errata in its withdrawal of administrative review, stating that its
rescission letter was intended to withdraw the review for all companies
in its review request.\10\
---------------------------------------------------------------------------
\8\ See CAMP's Letter, ``Partial Withdrawal of Request for
Administrative Review,'' dated June 29, 2026 (CAMP's Withdrawal of
Request); see also Bel Trade et al.'s Letter, ``Withdrawal of
Request for Administrative Review,'' dated June 29, 2026 (Bel Trade
et al.'s Withdrawal of Request).

Part,'' dated July 30, 2026 (First Notice of Intent to Rescind).
\10\ See Bel Trade et al.'s Letter, ``Errata to Withdrawal of
Request for Administrative Review,'' dated August 3, 2026 (Bel Trade
et al.'s Errata to Withdrawal of Request).
---------------------------------------------------------------------------
On August 25, 2026, Commerce issued a memorandum noting that all
companies requested for administrative review for the POR had either
been withdrawn in entirety by requesting parties or did not have a
suspended entry of subject merchandise during the POR. Commerce stated
that we intended to rescind the administrative review in absence of any
suspended entries during the POR from companies subject to the review
for which all review requests were not withdrawn and invited interested
parties to comment.\11\ We received no comments from interested
parties.
---------------------------------------------------------------------------
\11\ See Memorandum, ``Correction to Previous Memoranda and
Notice of Intent to Rescind Administrative Review,'' dated August
25, 2026 (Intent to Rescind and Errata).
---------------------------------------------------------------------------
Rescission of Administrative Review
Pursuant to 19 CFR 351.213(d)(1), Commerce will rescind an
administrative review, in whole or in part, if the party that requested
a review withdraws its request within 90 days of the date of
publication of the notice of initiation. On June 29, 2026, CAMP and Bel
Trade et al. both submitted partial withdrawals of their respective
review requests,\12\ and Bel Trade et al. filed an errata to their
review request to clarify a full withdrawal.\13\ Accordingly, we are
rescinding the review for the 14 companies for which all requests for
review were withdrawn.\14\
---------------------------------------------------------------------------
\12\ See CAMP's Withdrawal of Request; see also Bel Trade et
al.'s Withdrawal of Request.
\13\ See Bel Trade et al.'s Errata to Withdrawal of Request.
\14\ See Appendix I for a list of companies for which all review
requests were withdrawn.
---------------------------------------------------------------------------
Additionally, Commerce notified interested parties that, in the
absence of suspended entries during the POR, we intended to rescind
this administrative review with respect to the producers and/or
exporters listed in Attachment II of this notice, pursuant to 19 CFR
351.213(d)(3).\15\ We received no comments from interested parties on
this memorandum. Therefore, we find that there are no reviewable
entries of subject merchandise for these 20 companies based on our
review of the U.S. Customs and Border Protection (CBP) data on the
record.
---------------------------------------------------------------------------
\15\ See First Notice of Intent to Rescind.
---------------------------------------------------------------------------
Pursuant to 19 CFR 351.213(d)(3), it is Commerce's practice to
rescind an administrative review of a countervailing duty order when
Commerce concludes that there were no reviewable entries of subject
merchandise during the POR for an exporter or producer.\16\ Normally,
upon completion of an administrative review, the suspended entries are
liquidated at the countervailing duty assessment rate for the review
period.\17\ Therefore, for an administrative review to be conducted,
there must be a reviewable, suspended entry that Commerce can instruct
CBP to liquidate at the calculated countervailing duty assessment rate
for the review period.\18\ As noted above, there were no entries of
subject merchandise during the POR from any of the companies remaining
under review. Accordingly, in the absence of reviewable, suspended
entries of subject merchandise during the POR, we are rescinding this
administrative review, in its entirety, in accordance with 19 CFR
351.213(d)(1) and (3).

Cash Deposit Requirements
As Commerce has proceeded to a final rescission of this
administrative review, no cash deposit rates will change. Accordingly,
the current cash deposit requirements shall remain in effect until
further notice.
Assessment
Commerce will instruct U.S. Customs and Border Protection (CBP) to
assess countervailing duties on all appropriate entries at a rate equal
to the cash deposit of estimated countervailing duties required at the
time of entry, or withdrawal from warehouse, for consumption, during
the period January 1, 2025, through December 31, 2025, in accordance
with 19 CFR 351.212(c)(1)(i). Commerce intends to issue assessment
instructions to CBP no earlier than 35 days after publication of this
notice in the Federal Register.
Notification Regarding Administrative Protective Order (APO)
This notice also serves as a final reminder to parties subject to
an APO of their responsibility concerning the return or destruction of
proprietary information disclosed under APO in accordance with 19 CFR
351.305(a)(3), which continues to govern business proprietary
information in this segment of the proceeding. Timely written
notification of the return or destruction of APO materials or
conversion to judicial protective order is hereby requested. Failure to
comply with the regulations and terms of an APO is a violation which is
subject to sanction.
