DEPARTMENT OF ENERGY

Federal Energy Regulatory Commission

[Docket No. CP26-551-000]

Freeport LNG Development, L.P., FLNG Liquefaction, LLC, FLNG
Liquefaction 2, LLC, FLNG Liquefaction 3, LLC; Notice of Schedule for
the Preparation of an Environmental Assessment for the Hourly
Production Increase Project

On July 7, 2026, Freeport LNG Development, L.P., FLNG Liquefaction,
LLC, FLNG Liquefaction 2, LLC, and FLNG Liquefaction 3, LLC
(collectively Freeport LNG) filed an application seeking approval to
increase the maximum hourly liquified natural gas (LNG) production rate
of the Liquefaction Project from approximately 33.6 million standard
cubic feet per hour to 35 million cubic feet per hour. Granting the
requested authorization will provide Freeport LNG with operational
flexibility to increase the hourly LNG production rate in response to
maintenance, downtime or other operational events, while allowing
Freeport LNG to achieve (but not exceed) the currently authorized
maximum annual LNG production capacity of 870 billion cubic feet per
year.
On July 21, 2026, the Federal Energy Regulatory Commission
(Commission or FERC) issued its Notice of Application for the Project.
Among other things, that notice alerted agencies issuing federal
authorizations of the requirement to complete all necessary reviews and
to reach a final decision on a request for a federal authorization
within 90 days of the date of issuance of the Commission staff's
environmental document for the project.
This notice identifies Commission staff's intention to prepare an
environmental assessment (EA) for the Project and the planned schedule
for the completion of the environmental review.\1\
---------------------------------------------------------------------------

\1\ For tracking purposes under the National Environmental
Policy Act, the unique identification number for documents relating
to this environmental review is EAXX-019-20-000-1790266302.
---------------------------------------------------------------------------

Schedule for Environmental Review

Issuance of EA--November 6, 2026
90-day Federal Authorization Decision Deadline \2\--February 4, 2027
---------------------------------------------------------------------------

\2\ The Commission's deadline applies to the decisions of other
federal agencies, and state agencies acting under federally
delegated authority, that are responsible for federal
authorizations, permits, and other approvals necessary for proposed
projects under the Natural Gas Act. Per 18 CFR 157.22(a), the
Commission's deadline for other agency's decisions applies unless a
schedule is otherwise established by federal law.

If a schedule change becomes necessary, additional notice will be
provided so that the relevant agencies are kept informed of the
Project's progress.

Project Description

Freeport LNG proposed increase the maximum hourly LNG production
rate of the Liquefaction Project from approximately 33.6 to 25 million
standard cubic feet. Freeport LNG has determined that the Hourly
Maximum reflects the maximum flow rate of the Liquefaction Project at
low ambient temperatures while other production variables are
optimized.
Freeport LNG's has indicated that this increase can be implemented
within the operating limits of existing major equipment. No changes are
proposed to the currently installed major equipment, layout or design
basis. Freeport LNG is not proposing to increase the maximum annual LNG
production capacity of the Liquefaction Project and Freeport LNG is
proposing no changes to any other engineering documents previously
submitted.

Background

The Notice of Application informed stakeholders of three ways to
become involved in the Commission's review of the Amendment, by either:
(1) filing comments; (2) protesting Freeport LNG's proposal; or (3)
filing a motion to intervene. We received no comments in response to
the Notice of Application.

Additional Information

In order to receive notification of the issuance of the EA and to
keep track of formal issuances and submittals in specific dockets, the
Commission offers a free service called eSubscription. This service
provides automatic notification of filings made to subscribed dockets,
document summaries, and direct links to the documents. Go to https://www.ferc.gov/ferc-online/overview to register for eSubscription.
