SUPPLEMENTARY INFORMATION: This notice informs the public that HUD is

Section A.
A. Overview of Information Collection
Title of Information Collection: Public Housing Agency Board
Resolution Approving the Operating Budget.
OMB Approval Number: 2577-0026.
Type of Request: Revision and extension of a currently approved
collection.
Form Number: HUD-52574.
Description of the Need for the Information and Proposed Use: 24
CFR 990.315 requires each public housing agency (PHA) to prepare an
operating budget for its public housing program and for the PHA's board
to approve the budget by a board resolution (Form HUD-52574). The PHA
must submit Form HUD-52574 to HUD, certifying that the board approved
the PHA's operating budget, before HUD obligates operating funds to the
PHA. The PHA must keep their operating budgets on file and updated with
actual financial information. HUD may ask the PHA to provide their
operating budget and updates to the budget to review the PHA's
priorities and goals for the fiscal year, review the PHA's anticipated
revenue and expenses, and monitor the PHA's actual financial
performance compared to the budget. Without the collection of board
resolutions, PHAs would be in noncompliance with the regulatory
requirement. Without the collection of budgets, HUD would not have the
necessary tools to conduct monitoring and oversight to ensure that PHAs
with performance issues improve.
Respondents: PHAs.
