SUMMARY: The Office of Planning, Research and Evaluation (OPRE) and the
Family and Youth Services Bureau (FYSB) in the Administration for
Children and Families (ACF) are proposing to collect data for the new
Sexual Risk Avoidance Education (SRAE) National Evaluation Impact Study
of Co-Regulation Facilitation Strategies in SRAE programs.

DATES: Comments due December 7, 2026.

SUPPLEMENTARY INFORMATION:
Description: The Sexual Risk Avoidance Education National
Evaluation Impact Study of Co-Regulation Facilitation Strategies in
SRAE programs will collect impact and implementation data to test the
impact of training and coaching facilitators to use co-regulation
strategies while delivering a commonly used SRAE program. The
implementation study data will describe the facilitators' use of the
co-regulation strategies and the connection to youth experiences in the
SRAE program. The impact study will assess data about study
participants, which the study team will use to estimate the impact of
the co-regulation training and coaching on facilitators and youth
outcomes. This new information collection request includes a youth
survey for the impact study, which will be used to collect data from
youth in participating sites two times: (1) before programming (pre-
survey) and (2) immediately after completion of the SRAE program
(immediate post-survey). It also includes youth exit tickets
administered after up to six SRAE program lessons, a semi-structured
facilitator interview protocol administered on average three times, and
facilitator logs completed six times. The study will also analyze data
from SRAE performance measures entry and exit participant surveys
(Office of Management and Budget #: 0970-0536). Together, these
instruments will provide information on the effectiveness of the
delivery of the SRAE program. The data will be used to add to the
evidence base of SRAE programming to inform SRAE grant recipients'
implementation and program improvement efforts, aligned with SRAE
legislation that calls for a national evaluation of the program.

Note: Draft versions of this information collection were
previously available for public comment (89 FR 105050, 90 FR 23530)
as part of a separate request. This comment period and submission
request are specific to the SRAE National Evaluation Impact Study of
Co-Regulation Facilitation Strategies in SRAE programs, for which
the drafts previously available for public comment have been
tailored.

Respondents: The youth survey and youth exit tickets will collect
outcome data from youth program participants. The facilitator interview
protocol and facilitators logs will collect implementation data
collection from program staff.

Annual Burden Estimates

The youth survey has been tailored to only take 8 minutes, as
opposed to the original estimate for the draft version of 30 minutes.
The draft facilitator logs were estimated to take 4 minutes per
response, while the tailored versions are estimated at 2 minutes per
response. Additionally, the estimated number of times a respondent will
be asked to complete an activity has been reduced to ensure the
collection is as least burdensome to respondents as possible while
still providing utility to the government.
