Abstract
The National Center of Excellence for Liquefied Natural Gas (LNG) Safety (National LNG Center) will host a series of informational workshops on best practices for LNG safety titled, "LNG Safety Best Practices Workshop." The workshops are free; will be hosted in-person with select hybrid sessions offered virtually; and will require advance registration. Each workshop will be a full day and will cover a variety of best practices each session. PHMSA established the National LNG Center in 2023 pursuant to section 111 of the Protecting Our Infrastructure of Pipelines and Enhancing Safety (PIPES) Act of 2020 (Pub. L. 116-260), which directs the National LNG Center to advance Federal LNG expertise, serve as a repository of best practices, and facilitate collaboration among LNG stakeholders. Consistent with this mandate, the workshop series will bring together representatives from industry, government, academia, emergency response organizations, and other stakeholders to promote information sharing and continuous improvement in LNG safety.

SUPPLEMENTARY INFORMATION: Building upon the National LNG Center's
``Prioritizing Safety: Best Practices in LNG'' webinar series, the
workshops will provide practical learning and direct engagement with
subject matter experts on process safety management and best practices
at LNG facilities. Hybrid morning sessions will allow both in-person
and virtual participation, followed by in-person case studies in the
afternoon. Planned agenda topics and the full schedule will be posted
to the meeting website.
The workshop directly supports the National LNG Center's
congressionally established mission by sharing safety knowledge and
best practices, strengthening stakeholder collaboration, and advancing
understanding of safe LNG facility operations.
The National LNG Center will use the LNG Safety Best Practices
Workshop series to promote information-sharing between LNG industry
stakeholders, supporting continuous improvements in LNG facility safety
and operational performance while complementing minimum regulatory
requirements. The best practices include, but are not limited to, LNG
facility management, fire protection and safety, operations,
maintenance, system/process design, and other leading industry
practices. The best practices may be implemented by various LNG
facility types, including, but not limited to, baseload facilities
(import/export terminals), peak shavers, satellite, temporary/mobile,
transportation fuel, and bunkering.
Identified best practices can be applied in the form of a
procedure, technique, process, program, consensus standard, or
recommended practice, and may merit consideration by organizations for
implementation because they have demonstrated value in improving safety
or reliability, in offering superior performance beyond compliance, or
in introducing innovative methods to enhance effectiveness. Delivering
these practices via workshops enables a formal process of sharing
information with LNG stakeholders.\1\ Workshops also facilitate broad
outreach, interactive questions and answers, and subsequent measurement
of impact.
---------------------------------------------------------------------------
\1\ LNG sector stakeholders, as defined in section 111 of the
PIPES Act of 2020, are Federal regulatory agencies of jurisdiction,
LNG facilities operating in the United States, State governments,
Native American Tribes, units of local government, post-secondary
educational institutions, labor organizations, and safety
organizations.
---------------------------------------------------------------------------
Public Participation: The LNG Safety Best Practices Workshop series
will be open to the public via registration. Members of the public who
wish to attend must register on the meeting website(s), including their
names and organizational affiliation. PHMSA is committed to providing
all participants with equal access to these meetings. If you need
