HUD will transmit Borrower identifying information from CHUMS to SSA
for verification in connection with FHA Single-Family mortgage
insurance programs.
Participating Agencies
SSA, as the source agency, and HUD, as the recipient agency.
Authority for Conducting The Matching Program
The statutory authorities for the matching program include Title I,
Section 2 of the National Housing Act (12 U.S.C. 1703), Section 203 of
the National Housing Act (12 U.S.C. 1709), Section 255 of the National
Housing Act (12 U.S.C. 1715z-20), 31 U.S.C. 7701, 42 U.S.C. 3543,
Section 1106 of the Social Security Act (42 U.S.C. 1306), and Section
7213 of the Intelligence Reform and Terrorism Prevention Act of 2004,
Pub. L. 108-458.
Purpose(s)
This agreement sets out the terms, safeguards, and procedures under
which SSA, as the source agency, will disclose SSN verifications to
FHA, through the HUD, to verify Borrowers' eligibility to participate
in FHA's Single-Family mortgage insurance programs. The matching
program supports the accuracy and reliability of borrower information
used in eligibility determinations.
Categories of Individuals
Individuals applying for mortgage loan insurance issued to FHA-
approved lenders under HUD's Single-Family mortgage insurance programs.
This includes Borrowers, Non-Borrowing Spouses, and other individuals
listed on the mortgage application whose information must be verified
for eligibility.
Categories of Records
Records involved in this matching program include Borrower
identifying information submitted by HUD to SSA for verification
through SSA's Enumeration Verification System (EVS). HUD will submit
the following data elements for each Borrower who has provided written
consent through Form HUD-92900-A, HUD Addendum to the Uniform
Residential Loan Application: first name, last name, Social Security
Number (SSN), and date of birth.
SSA will compare the submitted information against SSA records and
return a verification response to HUD. The SSA response will include a
match/no-match response code, and in the case of a no-match response,
the applicable response code and explanatory information. SSA may also
provide a response code indicating that a death record was found, when
applicable.
The information exchanged under this matching program will be used
by HUD to support verification of borrower identifying information in
connection with FHA Single-Family mortgage insurance programs.
System(s) of Records
SSA's system of records for disclosure under this Agreement is the
Master Files of SSN Holders and SSN Applications (referred to as the
Enumeration System), 60-0058, last fully published at 90 FR 10025
(February 20, 2025) and updated at 90 FR 50879 (December 12, 2025),
which maintains records about each individual who has applied for and
obtained a SSN. HUD's system of records for disclosures under this
Agreement is the Single-Family Mortgage Insurance Origination System,
HUD/HSNG.03, last fully published at 90 FR 36173 (August 1, 2025) and
modified at 91 FR 17290 (April 6, 2026). HUD/HSNG.03 covers three
integrated systems: FHA Connection (FHAC), Computerized Homes
Underwriting Management System (CHUMS), and Loan Application Management
System (LAMS) and will be used to match data transferred from SSA's
Enumeration Verification System (60-0058) to HUD.
The routine uses of HUD/HSNG-03 permit the disclosures needed to
conduct this matching program. Specifically, Routine Use L permits
disclosure to the Social Security Administration through a computer
matching program to verify the eligibility of applicants and
participants in FHA's housing finance programs.

Senior Agency Official for Privacy, Office of Administration.
