SUPPLEMENTARY INFORMATION:

Financial Crimes Enforcement Network (FinCEN)

Title: Generic Clearance for the Collection of Qualitative Feedback
on Agency Service Delivery.
    OMB Control Number: 1506-0062.
Type of Review: Extension without change of a currently approved
collection.
Description: FinCEN is issuing this notice to renew the OMB control
number associated with its collection of public feedback with respect
to timeliness, appropriateness, accuracy of information provided by
FinCEN; courtesy and efficiency in service delivery; and resolution of
service delivery issues. Responses will help FinCEN assess, maintain,
and improve the quality of service offered to the public. Without this
collection, FinCEN would have less information from customers and
stakeholders to evaluate service quality and identify opportunities for
improvement.
    Form: Not applicable.
Affected Public: Business or other for-profit institutions; non-
profit institutions; and certain Federal, state, and local law
enforcement and regulatory agencies.
On July 29, 2026, FinCEN published a notice and request for
comments regarding the renewal of the OMB control number associated
with its collection of public feedback with respect to timeliness,
appropriateness, accuracy of information provided by FinCEN; courtesy
and efficiency in service delivery; and resolution of

[[Page 68231]]

service delivery issues.\1\ Following publication of that notice,
FinCEN identified an additional survey that, when deployed, would also
be covered under this control number. FinCEN is therefore revising its
estimated number of expected respondents and burden hours upward from
the original notice by approximately 28 respondents and six burden
hours per year, on average, or a total of 84 respondents and 18 hours
over the full three-year period covered by this notice.
---------------------------------------------------------------------------

\1\ See FinCEN, Agency Information Collection Activities:
Proposed Renewal; Comment Request; Renewal without Change of the
Generic Clearance for the Collection of Qualitative Feedback on
Agency Service Delivery, 91 FR 47915 (Jul. 29, 2026).
---------------------------------------------------------------------------

Estimated Average Number of Potential Respondents: 39,755.\2\
---------------------------------------------------------------------------

\2\ FinCEN anticipates it will send an average of approximately
39,755 survey invitations to businesses or other for-profit
institutions; non-profit institutions; and certain Federal, state,
and local law enforcement and regulatory agencies each year over the
three-year period requested for approval under this OMB control
number. The estimated number of potential respondents is based on a
conservative assessment of the total number of surveys expected to
be sent as informed by historical survey activity. From 2023 to
2025, FinCEN distributed approximately 119,265 survey invitations,
averaging approximately 39,755 survey invitations annually. Because
some institutions may receive multiple invitations within a given
year, the number of survey invitations may not represent the number
of unique entities solicited, but rather reflects an upper-bound
value of the expected number of potential respondents.
---------------------------------------------------------------------------

Estimated Average Number of Expected Respondents Annually:
5,245.\3\
---------------------------------------------------------------------------

\3\ In the three years of survey administration between 2023 and
2025, FinCEN received approximately 15,734 completed surveys,
averaging approximately 5,245 completed surveys annually. The
estimated number of future respondents is based on a conservative
assessment of historical response rates. Because some institutions
may have completed multiple invitations within a given year, the
number of completed surveys modestly exceeds the number of unique
institutions that participated in the activities.
---------------------------------------------------------------------------

Estimated Average Number of Expected Responses Annually: 5,245.\4\
---------------------------------------------------------------------------

\4\ FinCEN anticipates sending surveys to approximately 39,755
respondents annually. Based on survey results from 2023 to 2025,
FinCEN estimates receiving 5,245 responses annually. Over the three-
year period requested for approval of this OMB control number, this
equates to an estimated 15,734 responses.
---------------------------------------------------------------------------

Frequency of Response: As required, though generally once per year,
per survey.
Estimated Average Total Annual Reporting Burden: 1,502.\5\
---------------------------------------------------------------------------

\5\ FinCEN anticipates the respective surveys covered by this
control number would require an average of eight to 27 minutes to
complete, or an approximate average of 17.19 minutes, as weighted by
the distribution of responses received by survey type in the three-
year period between 2023 and 2025. Given an estimated 5,245 expected
responses each year, FinCEN conservatively estimates a respondent
burden of approximate 1,502 hours annually (17.19 minutes per
response x 5,245 responses, converted to hours).
---------------------------------------------------------------------------

    Estimated Total Three-Year Reporting Burden: 4,507 hours.\6\
---------------------------------------------------------------------------

\6\ Over the three-year period requested for approval of this
OMB control number, the total respondent burden is estimated at
approximately 4,507 hours (1,502 hours annually x 3 years).
---------------------------------------------------------------------------

    Authority: 44 U.S.C. 3501 et seq.
