Background
On August 13, 2021, Commerce published the Order in the Federal
Register.\1\ On July 2, 2026, Commerce published the notice of
initiation of this first sunset review of the Order, pursuant to
section 751(c) of the Tariff Act of 1930 (the Act).\2\ On July 9, 2026,
Commerce received a timely and complete notice of intent to participate
in the sunset review for domestic interested parties within the
deadline specified in the 19 CFR 351.218(d)(1)(i).\3\ The domestic
interested party claimed the interested party status within the meaning
of section 771(9)(E) of the Act as a trade or business association a
majority of whose members manufacture, produce, or wholesale a domestic
like product in the United States; each of its individual members is a
domestic producer and an interested party under section 771(9)(C) of
the Act.\4\ On July 30, 2026, Commerce notified the U.S. International
Trade Commission (ITC) that it had received a notice of intent to
participate from the domestic interested parties.\5\
