Abstract
The International Trade Administration (ITA) announces the launch of the U.S. Resources Management Industry Listing (RMIL), or "industry listing." The RMIL is intended to identify U.S. companies operating in water and wastewater treatment; waste management and recycling, including critical minerals recycling; air quality measuring, monitoring and control; monitoring and instrumentation; weather and forecasting; and other resources management sectors for informational, engagement, and policy support purposes. The RMIL will provide a platform for U.S. companies to market their products and services, raising their visibility with international buyers seeking to purchase U.S. resources management solutions. The RMIL supports ITA's efforts to promote American technologies and services to overseas partners and position U.S. companies to compete for international project opportunities. DEPARTMENT OF COMMERCE
Notice of Publication of U.S. Resources Management Industry
Listing and Opportunity To Apply for the Listing
AGENCY: International Trade Administration.
ACTION: Notice.
-----------------------------------------------------------------------
SUMMARY: The International Trade Administration (ITA) announces the
launch of the U.S. Resources Management Industry Listing (RMIL), or
``industry listing.'' The RMIL is intended to identify U.S. companies
operating in water and wastewater treatment; waste management and
recycling, including critical minerals recycling; air quality
measuring, monitoring and control; monitoring and instrumentation;
weather and forecasting; and other resources management sectors for
informational, engagement, and policy support purposes. The RMIL will
provide a platform for U.S. companies to market their products and
services, raising their visibility with international buyers seeking to
purchase U.S. resources management solutions. The RMIL supports ITA's
efforts to promote American technologies and services to overseas
partners and position U.S. companies to compete for international
project opportunities. Eligible companies may now apply to be listed in
the RMIL. The industry listing will be published online and will be
maintained by the International Trade Administration's Office of Energy
and Environmental Industries.
DATES: Applications to be listed in the RMIL are now being accepted. To
be included in the initial launch, companies should submit a complete
application by December 11, 2026. Applications received after that date
will be accepted and reviewed on a rolling basis.
ITA anticipates launching the RMIL in February 2027 and will
thereafter update the listing and add new industry profiles on a
rolling basis. Only companies that submit complete applications will be
considered for the listing.
ADDRESSES: Additional information and the application form are
available at <a href="https://www.trade.gov/us-resources-management-industry-listing-application">https://www.trade.gov/us-resources-management-industry-listing-application</a>.
FOR FURTHER INFORMATION CONTACT: Natural Resources Team, Office of
Energy and Environmental Industries, International Trade
Administration; email: <a href="/cdn-cgi/l/email-protection#d8bdb6aeb1aab7acbdbbb098acaab9bcbdf6bfb7ae"><span class="__cf_email__" data-cfemail="2b4e455d4259445f4e48436b5f594a4f4e054c445d">[email protected]</span></a>.
SUPPLEMENTARY INFORMATION: The RMIL will include manufacturers and
service providers across the water and wastewater treatment, waste
management and recycling, air quality measurement, monitoring and
control, monitoring and instrumentation, weather and forecasting, and
other resources management sectors. Together, these industries provide
essential equipment, machinery, components, and services that support
the buildout of critical infrastructure and enable efficient, safe, and
reliable manufacturing operations. The industry provides vital support
to manufacturing sectors central to U.S. economic and national
security, including water purification for semiconductor manufacturing,
pharmaceuticals, food and beverage, and other industrial facilities;
water efficiency and water reuse technologies for data centers;
recycling equipment and processes for critical minerals recovery; and
industrial air purification equipment for power and heavy
manufacturing. The industry contributes approximately $37 billion in
U.S. goods and services exports annually and supports approximately 1.9
million American jobs.
To promote the competitiveness of the U.S. exports and U.S.
companies engaged in these sectors, the International Trade
Administration is developing an industry listing that catalogs eligible
firms providing resources management technologies and services. The
listing aims to improve U.S. companies' visibility with potential
foreign partners, generate business opportunities, and advance U.S.
technological leadership. Listing benefits will range from showcasing a
company's unique solutions, improving visibility to foreign buyers and
investors through a free and publicly accessible resource, identifying
prospective business partners, and deepening engagement with ITA and
other U.S. federal government agencies.
Eligible companies include U.S. entities involved in the design,
engineering, manufacturing, construction, operation, maintenance, or
support of resources management solutions across the below sectors:
<bullet> Water and wastewater treatment;
<bullet> Waste management and recycling, including critical
minerals recycling;
<bullet> Air quality measurement, monitoring and control;
<bullet> Monitoring and instrumentation;
<bullet> Weather and forecasting; and
<bullet> Other resources management sectors.
Applicants will be required to certify their sector(s) of coverage
in the application form to demonstrate their qualifications for listing
in the RMIL.
Note: The RMIL is intended to be a resource for U.S. exporters,
manufacturers, and service providers. This listing is not
comprehensive. Appearing in the RMIL does not imply endorsement or
certification by the U.S. Government. The RMIL is not intended for
U.S. Government procurement purposes. ITA strongly recommends RMIL
users to perform their own due diligence investigation and
background research on any company in the RMIL. ITA assumes no
responsibility for the professional ability or integrity of the
providers listed. ITA reserves the right not to list any particular
company.
Selection Criteria
Eligible U.S. companies will be asked to make the following
certifications in the application form in order to qualify for entry in
the RMIL:
1. The company seeking listing is not majority-owned or controlled
by a foreign government entity or foreign government entities;
2. The company seeking listing offers U.S. goods or services
relevant to the resources management sector including water and
wastewater treatment, waste management and recycling, air quality
monitoring and control, monitoring and instrumentation, weather and
forecasting, and other resources management sectors;
3. The goods or services of the company seeking listing are of U.S.
origin or have at least 51% U.S. content by value;
4. The export of the goods, software, technology, and/or services
of the company seeking listing would be undertaken in compliance with
U.S. export control laws and regulations, including those administered
by the U.S. Department of Commerce's Bureau of Industry and Security,
and U.S. sanctions laws and regulations, including those maintained by
the U.S. Department of the Treasury's Office of Foreign Assets Control
(OFAC);
5. Neither the company seeking listing nor any of its subsidiaries
or affiliates are currently listed on any OFAC Specially Designated
Nationals (SDN) list or other sanctions list maintained by the U.S.
Government;
6. Neither the company seeking listing nor any of its subsidiaries
or affiliates have been charged with, or convicted of, any civil or
criminal violations of U.S.
[[Page 67542]]
export control or sanctions laws within the last 5 years; and
7. Neither the company seeking listing nor any of its subsidiaries
or affiliates are currently identified as a party in pending litigation
(including any administrative proceedings) involving the U.S.
Department of Commerce.
Once the certifications above have been completed, an ITA industry
specialist will review the application. This process can take several
weeks to complete, and ITA personnel may reach out to the applicant's
point of contact with questions or clarifications.
Companies will be notified of the results of the review process in
advance of the publication of the RMIL. Before publication, ITA's
industry specialists will work with each approved company to build out
its profile on the RMIL, which may include details about the products
and services the company offers as well as background or other
information that the company chooses to include. ITA will publish the
RMIL on its website once it has received and approved a minimum number
of applications. ITA anticipates launching the first iteration of the
listing in February 2027.
To ensure the RMIL remains accurate, ITA will ask all listed
companies, via their designated point of contact, annually to certify
that their information is up to date and confirm their desire to remain
on the RMIL. Companies may request updates to their profiles on a
rolling basis.
Dated: October 21, 2026.
Edward O'Malley,
Director, Office of Energy and Environmental Industries.
