Commerce conducted this review in accordance with section
751(a)(1)(B) of the Tariff Act of 1930, as amended (the Act).

The merchandise subject to the Order is carbazole violet pigment-23
from India. For a complete description of the scope of the Order, see
the Issues and Decision Memorandum.

---------------------------------------------------------------------------
Rescission of Administrative Review, in Part
Pursuant to 19 CFR 351.213(d)(3), Commerce will rescind an
administrative review, in whole or only with respect to a particular
exporter or producer, if during the period covered by the review, there
were no entries, exports, or sales of the subject merchandise, as the
case may be. According to the U.S. Customs and Border Protection (CBP)
import data on the record, the following company subject to this review
did not have reviewable entries of subject merchandise during the POR
for which liquidation is suspended: Sudarshan Chemical Industries
Limited. Therefore, we are rescinding this administrative review with
respect to this company, pursuant to 19 CFR 351.213(d)(3).\4\
---------------------------------------------------------------------------
\4\ See Memorandum, ``Release of U.S. Customs and Border
Protection Entry Data,'' dated February 24, 2025.
---------------------------------------------------------------------------
Methodology
Commerce conducted this review in accordance with section
751(a)(1)(A) of the Act. For each of the subsidy programs found to be
countervailable, we find that there is a subsidy, i.e., a government-
provided financial contribution that gives rise to a benefit to the
recipient, and that the subsidy is specific.\5\ For a full description
of the methodology underlying all of Commerce's conclusions, see the
Issues and Decision Memorandum.
---------------------------------------------------------------------------
\5\ See sections 771(5)(B) and (D) of the Act regarding
financial contribution; section 771(5)(E) of the Act regarding
benefit; and section 771(5A) of the Act regarding specificity.

in this review are listed in the appendix to this notice and addressed
in the Issues and Decision Memorandum.

Changes Since the Preliminary Results
Based on our analysis of the comments received from interested
parties regarding the Preliminary Results, we made certain changes to
the countervailable subsidy rate calculated for Navpad. For a
discussion of these changes, see the Issues and Decision Memorandum.
Final Results of Review
Commerce determines that the following net countervailable subsidy
rate exists for the period January 1, 2023, through December 31, 2023:
------------------------------------------------------------------------
Subsidy rate
Producer/exporter (percent ad
valorem)
------------------------------------------------------------------------
Navpad Pigments Private Limited......................... 2.81
------------------------------------------------------------------------
Disclosure
Commerce intends to disclose the calculations and analysis
performed in connection with the final results of this administrative
review to interested parties within five days of any public
announcement or, if there is no public announcement, within five days
of the publication date of this notice in accordance with 19 CFR
351.224(b).
Assessment Rates
Pursuant to section 751(a)(2)(C) of the Act and 19 CFR 351.212(b),
Commerce shall determine, and CBP shall assess, countervailing duties
on all appropriate entries of subject merchandise in accordance with
the final results of this review. For Navpad, Commerce will instruct
CBP to assess countervailing duties at the subsidy rate listed in the
table above. Because we have rescinded the review with regard to
Sudarshan Chemical Industries Limited, as discussed above, Commerce
will instruct CBP to assess countervailing duties on all appropriate
entries at a rate equal to the cash deposit of estimated countervailing
duties required at the time of entry, or withdrawal from warehouse, for
consumption, in accordance with 19 CFR 351.212(c)(1)(i).
Commerce intends to issue assessment instructions to CBP no earlier
than 35 days after the date of publication of these Final Results in
the Federal Register. If a timely summons is filed at the U.S. Court of
International Trade, the assessment instructions will direct CBP not to
liquidate relevant entries until the time for parties to file a request
for a statutory injunction has expired (i.e., within 90 days of
publication).
Cash Deposit Requirements
The following cash deposit requirements will be effective for all
shipments of the subject merchandise entered, or withdrawn from
warehouse, for consumption on or after the publication date of the
final results of this administrative review, as provided by section
751(a)(2)(C) of the Act. In accordance with section 751(a)(1) of the
Act, Commerce intends to instruct CBP to collect cash deposits of
estimated countervailing duties in the amount shown for the company
listed above on shipments of the subject merchandise entered, or
withdrawn from warehouse, for consumption on or after the date of
publication of the final results of this administrative review.
For all non-reviewed firms, we will instruct CBP to continue to
collect cash deposits of estimated countervailing duties at the most
recent company-specific rate applicable to the company or the all-
others rate, as appropriate. These cash deposit requirements, when
imposed, shall remain in effect until further notice.
Notification to Importers
This notice serves as a final reminder to importers of their
responsibility under 19 CFR 351.402(f)(2) to file a certificate
regarding the reimbursement of antidumping and/or countervailing duties
prior to liquidation of the relevant entries during this POR. Failure
to comply with this requirement could result in Commerce's presumption
that reimbursement of antidumping and/or countervailing duties has
occurred and the subsequent assessment of double antidumping duties,
and/or an increase in the amount of antidumping duties by the amount of
countervailing duties.
Notification Regarding Administrative Protective Order (APO)
This notice also serves as a reminder to parties subject to an APO
of their responsibility concerning the return or destruction of
proprietary information disclosed under APO in accordance with 19 CFR
351.305(a)(3), which continues to govern business proprietary
information in this segment of the proceeding. Timely written
notification of the return or destruction of APO materials or
conversion to judicial protective order is hereby requested. Failure to
comply with the regulations and the terms of an APO is a sanctionable
violation.
Notification to Interested Parties
We are issuing and publishing this notice in accordance with
sections 751(a)(1) and 777(i)(1) of the Act, and 19 CFR 351.221(b)(5).
Dated: October 21, 2026.
Scot Fullerton,
Acting Deputy Assistant Secretary for Antidumping and Countervailing
Duty Operations.
