SUPPLEMENTARY INFORMATION:
Background
On February 6, 2019, Commerce published in the Federal Register the
CVD order on CAAS from China.\1\ On February 2, 2026, Commerce
published in the Federal Register a notice of opportunity to request an
administrative review of the Order.\2\ On March 31, 2026, pursuant to
requests from interested parties,\3\ Commerce initiated an
administrative review with respect to four companies: Alcha
International Holdings Limited (Alcha International), Jiangsu Alcha
Aluminum Co., Ltd. (Jiangsu Alcha), Yantai Jintai International Trade
Co., Ltd. (Yantai Jintai), and Yinbang Clad Material Co., Ltd.
(Yinbang).\4\

On April 6, 2026, we placed on the record U.S. Customs and Border
Protection (CBP) data for the entries of CAAS from China during the POR
and invited interested parties to comment.\5\ No interested party
submitted comments regarding the CBP data. The CBP data showed that
Yantai Jintai and Yinbang were the only companies subject to this
administrative review with suspended entries of subject merchandise
during the POR.\6\ On May 29, 2026, Yantai Jintai withdrew its request
for an administrative review of itself.\7\ On June 29, 2026, the
petitioner withdrew its request for an administrative review of
Yinbang.\8\ No other interested party requested review of Yantai Jintai
or Yinbang.
---------------------------------------------------------------------------
\5\ See Memorandum, ``Release of U.S. Customs and Border
Protection Entry Data,'' dated April 6, 2026.
\6\ See Memorandum, ``Respondent Selection,'' dated April 30,
2026.

Request for Administrative Review,'' dated May 29, 2026.
\8\ See Petitioner's Letter, ``Domestic Industry's Withdrawal of
Request for Administrative Review,'' dated June 29, 2026.
---------------------------------------------------------------------------
On June 30, 2026, Commerce notified interested parties that it
intended to rescind the administrative review with respect to Alcha
International and Jiangsu Alcha, because these companies did not have
reviewable entries of subject merchandise during the POR for which
liquidation is suspended.\9\ On August 3, 2026, Commerce issued a
corrected notification of its intent to rescind the administrative
review.\10\ No interested party submitted comments regarding Commerce's
intent to rescind the administrative review.
---------------------------------------------------------------------------
\9\ See Memorandum, ``Notice of Intent to Rescind Review, In
Part,'' dated June 30, 2026.
\10\ See Memorandum, ``Notice of Intent to Rescind,
Correction,'' dated August 3, 2026. In its June 30, 2026,
memorandum, Commerce inadvertently identified two additional
companies for rescission of the administrative review, which were
not under review.
---------------------------------------------------------------------------
Rescission of Review
Pursuant to 19 CFR 351.213(d)(3), it is Commerce's practice to
rescind an administrative review of a CVD order where it concludes that
there were no suspended entries of subject merchandise during the POR
for an exporter or producer.\11\ Normally, upon completion of an
administrative review, the suspended entries are liquidated at the CVD
assessment rate for the review period.\12\ Therefore, for an
administrative review to be conducted, there must be a reviewable,
suspended entry that Commerce can instruct CBP to liquidate at the
calculated CVD assessment rate for the review period.\13\
---------------------------------------------------------------------------
\11\ See, e.g., Lightweight Thermal Paper from the People's
Republic of China: Notice of Rescission of Countervailing Duty
Administrative Review; 2015, 82 FR 14349 (March 20, 2017); see also
Circular Welded Carbon Quality Steel Pipe from the People's Republic
of China: Rescission of Countervailing Duty Administrative Review;
2018, 84 FR 14650 (April 11, 2019).
\12\ See 19 CFR 351.212(b)(2).
\13\ See 19 CFR 351.212(d)(3).
---------------------------------------------------------------------------
As noted above, CBP entry data showed that there were no POR
entries of subject merchandise for Alcha International or Jiangsu
Alcha, the only companies for which requests for review were not
withdrawn. Accordingly, in the absence of reviewable, suspended entries
of subject merchandise during the POR, we are rescinding this
administrative review, in its entirety, in accordance with 19 CFR
351.213(d)(3).
Cash Deposit Requirements
As Commerce has proceeded to a final rescission of this
administrative review, no cash deposit rates will change. Accordingly,
the current cash deposit requirements shall remain in effect until
further notice.
Assessment Rates
Commerce will instruct CBP to assess countervailing duties on all
appropriate entries. Countervailing duties shall be assessed at rates
equal to the cash deposit of estimated countervailing duties required
at the time of entry, or withdrawal from warehouse, for consumption, in
accordance with 19 CFR 351.212(c)(1)(i). Commerce intends to issue
assessment instructions to CBP no earlier than 35 days after the date
of publication of this rescission notice in the Federal Register.
Notification Regarding Administrative Protective Order (APO)
This notice serves as a final reminder to parties subject to an APO
of their responsibility concerning the return or destruction of
proprietary information disclosed under APO in accordance with 19 CFR
351.305(a)(3), which continues to govern business proprietary
information in this segment of the proceeding. Timely written
notification of the return or destruction of the APO materials, or
conversion to judicial protective order is hereby requested. Failure to
comply with regulations and terms of an APO is a violation, which is
subject to sanction.
Notification to Interested Parties
This notice is issued and published in accordance with sections
751(a)(1) and 777(i)(1) of the Tariff Act of 1930, as amended, and 19
CFR 351.213(d)(4).
Dated: October 19, 2026.

Acting Deputy Assistant Secretary for Antidumping and Countervailing
