SUPPLEMENTARY INFORMATION:

I. Abstract

The School District Review Program (SDRP) is sponsored by the U.S.
Department of Education's National Center for Education Statistics
(NCES) and is conducted annually by the U.S. Census Bureau (Census
Bureau). It plays a critical role in determining each state's Title I
allocation under the Elementary and Secondary Education Act, as amended
by the Every Student Succeeds Act of 2015 (Pub. L. 114-95). School
district data submitted through the SDRP combined with decennial census
counts, Small Area Income and Poverty Estimates, and current population
estimates inform the Census Bureau's estimates of children ages 5 to 17
living in poverty for each district. The U.S. Department of Education
uses these estimates to distribute more than $18 billion in Title I
funds each year.
The SDRP includes the review of Type 1, Type 2, and Type 3 school
districts as defined by the NCES. Type 1 is a local school district
that is not a component of a supervisory union. Type 2 is a local
school district component of a supervisory union sharing a
superintendent and administrative services with other local school
districts. Type 3 is an education agency that performs administrative
services for more than one school district, providing a common
superintendent for participating districts.
SDRP participants include mapping coordinators and Title I
Coordinators from all fifty states and the District of Columbia.
Mapping coordinators, designated by state education agencies, review
and update school district boundaries, names, grade ranges, levels,
federal school district local education agency codes, and geographic
relationships. Title I Coordinators oversee the program and review all
materials.

II. Method of Collection

The SDRP consists of the Annotation Phase and Verification Phase.
During the Annotation Phase, the Census Bureau provides mapping
coordinators with its current school district boundary and attribute
data. Mapping coordinators work with local school district, county, and
state agency officials to review and update this information. Changes
are submitted using the Geographic Update Partnership Software (GUPS),
GUPS Web, and the digital submission log. The Census Bureau then
reviews the submissions and updates the Master Address File/
Topologically Integrated Geographic Encoding and Referencing (MAF/
TIGER) System.
During the Verification Phase, the Census Bureau issues updated
materials reflecting the processed changes. Mapping coordinators
confirm whether updates were applied correctly and report any
corrections, if necessary. New changes are not accepted during the
Verification Phase.

Annual Schedule

<bullet> The Annotation Phase occurs every year in December/
January.
<bullet> The Annotation Phase submission deadline occurs every year
in March.
<bullet> The Verification Phase occurs every year in May, with a
one-week review period.
