SUPPLEMENTARY INFORMATION: Under part 235 of title 49 Code of Federal
Regulations (CFR) and 49 U.S.C. 20502(a), this document provides the
public notice that by letter dated September 30, 2026, NJ Transit,
along with Norfolk Southern Corporation (NS) and Morristown & Erie
Railway, Inc. (M&E), petitioned FRA seeking approval to discontinue or
modify a signal system. FRA assigned the petition Docket Number FRA-
2026-2773.
Specifically, NJ Transit requests to retire the fixed automatic
block signals on Tracks 1 and 2 on the Bergen County Line in
Rutherford, New Jersey. The petition states that the existing signal
system is a traffic control system, including automatic train control,
cab signal, and positive train control systems, on the Hoboken Division
between milepost (MP) 5.4 and controlled point West BJ MP 9.8.
In support of its request, NJ Transit states that removing the
block signals will eliminate maintenance and operation of
``unnecessary'' hardware, reduce delays caused by potential signal
failure, and lessen the frequency of employees climbing on signal
bridges for maintenance. NJ Transit obtained and included concurrence
on the permanent changes from representatives from NS and M&E.
A copy of the petition, as well as any written communications
concerning the petition, is available for review online at
<a href="http://www.regulations.gov">www.regulations.gov</a>.
Interested parties are invited to participate in these proceedings
by submitting written views, data, or comments. FRA does not anticipate
scheduling a public hearing in connection with these proceedings since
the facts do not appear to warrant a hearing. If any interested party
desires an opportunity for oral comment and a public hearing, they
should notify FRA, in writing, before the end of the comment period and
specify the basis for their request.

Communications received by December 21, 2026 will be considered by

will be considered if practicable.
