SUPPLEMENTARY INFORMATION:
Background
On August 22, 2025, based on timely requests for review, in
accordance with 19 CFR 351.221(c)(1)(i), Commerce initiated an
administrative review of the antidumping duty order on fine denier
polyester staple fiber (fine denier PSF) from India with respect to RIL
and Bombay Dyeing.\1\ On November 20, 2025, RIL timely withdrew its
request for an administrative review of its exports of subject
merchandise during the POR.\2\ On March 6, 2026, Bombay Dyeing notified
Commerce that it will not participate in this administrative review.\3\

Due to the lapse in appropriations and Federal Government shutdown,
on November 14, 2025, Commerce tolled all deadlines in administrative
proceedings by 47 days.\4\ Additionally, due to a backlog of documents
that were electronically filed via Enforcement and Compliance's
Antidumping and Countervailing Duty Centralized Electronic Service
System (ACCESS) during the Federal Government shutdown, on November 24,
2025, Commerce tolled all deadlines in administrative proceedings by an
additional 21 days.\5\ On June 4, 2026, Commerce extended the deadline
for issuing the preliminary results of this review to September 30,
2026.\6\ On September 29, 2026, Commerce extended the deadline for
issuing the preliminary results of this review by seven days, until
October 7, 2026.\7\

Results of the Administrative Review of the Antidumping Duty Order
on Fine Denier Polyester Staple Fiber from India; 2024-2025,'' dated
concurrently with, and hereby adopted by, this notice (Preliminary

---------------------------------------------------------------------------
Scope of the Order
The merchandise subject to the Order is fine denier PSF from India.
For a complete description of the scope of the Order, see the
Preliminary Decision Memorandum.
Rescission of Administrative Review, in Part
Pursuant to 19 CFR 351.213(d)(1), Commerce will rescind an
administrative review, in whole or in part, if all parties who
requested the review withdraw their requests within 90 days of the date
of publication of the notice of initiation of the requested review in
the Federal Register. As noted above, Commerce received a timely-filed
withdrawal request from RIL and no other parties requested an
administrative review of RIL. Therefore, Commerce is rescinding this
administrative review with respect to RIL, pursuant to 19 CFR
351.213(d)(1).
Methodology
Commerce is conducting this review in accordance with section
751(a) of the Tariff Act of 1930, as amended (the Act). Pursuant to
sections 776(a) and (b) of the Act, Commerce has preliminarily relied
upon facts otherwise available with adverse inferences (AFA) to
determine a dumping margin for Bombay Dyeing. For a full description of
the methodology underlying the preliminary results of review, see the
Preliminary Decision Memorandum.
Preliminary Results of Review
As a result of this review, we preliminarily determine the
following estimated weighted-average dumping margin exists for the
period July 1, 2024, through June 30, 2025:
------------------------------------------------------------------------
Weighted-
average
Producer/exporter dumping
margin
(percent)
------------------------------------------------------------------------
The Bombay Dyeing and Manufacturing Company Limited........ 21.43 *
------------------------------------------------------------------------
* This rate is based on facts available with adverse inferences.
Disclosure
Normally, Commerce discloses to parties to the proceeding the
calculations performed in the preliminary results of review within five
days of any public announcement of the preliminary results or, if there
is no public announcement, within five days of the date of publication
of the notice of preliminary results in the Federal Register, in
accordance with 19 CFR 351.224(b). However, because Commerce
preliminarily applied total AFA to the individually examined company,
in accordance with section 776 of the Act, there are no calculations to
disclose.
Verification
On February 4, 2026, Auriga Polymers, Inc. and Nan Ya Plastics
Corporation, America, domestic interested parties, requested that
Commerce conduct a verification of the information submitted by Bombay
Dyeing in this review. However, because Bombay Dyeing did not provide
any of the information requested by Commerce and Commerce preliminarily
determines that Bombay Dyeing has been uncooperative, it will not
conduct a verification in this review.
Public Comment
Case briefs or other written comments may be submitted to the
Assistant Secretary for Enforcement and Compliance. Pursuant to 19 CFR
351.309(c)(1)(ii), we have modified the deadline for interested parties
to submit case briefs to Commerce to no later than 21 days after the
date of the publication of this notice.\9\ Rebuttal briefs, limited to
issues raised in the case briefs, may be filed not later than five days
after the date for filing case briefs.\10\ Interested parties who
submit case briefs or rebuttal briefs in this review must submit: (1) a
table of contents listing each issue; and (2) a table of
authorities.\11\ All briefs must be filed electronically using ACCESS.
An electronically filed document must be received successfully in its
entirety in ACCESS by 5:00 p.m. Eastern Time on the established
deadline.

As provided under 19 CFR 351.309(c)(2)(iii) and (d)(2)(iii), we
request that interested parties provide at the beginning of their
briefs a public executive summary for each issue raised in their
briefs.\12\ Further, we request that interested parties limit their
public executive summary of each issue to no more than 450 words, not
including citations. We intend to use the public executive summaries as
the basis of the comment summaries included in the issues and decision
memorandum that will accompany the final results in this administrative
review. We request that interested parties include footnotes for
relevant citations in the public executive summary of each issue. Note
that Commerce has amended certain of its requirements pertaining to the
service of documents in 19 CFR 351.303(f).\13\

name, address, and telephone number; (2) the number of participants,
and whether any participant is a foreign national; and (3) a list of
issues to be discussed. Oral presentations at the hearing will be
limited to issues raised in the briefs. If a request for a hearing is
made, Commerce will inform parties of the scheduled date for the
hearing.\14\

\14\ See 19 CFR 351.310(d).
---------------------------------------------------------------------------
Assessment Rates
Pursuant to section 751(a)(2)(A) of the Act and 19 CFR
351.212(b)(1), Commerce will determine, and U.S. Customs and Border
Protection (CBP) shall assess, antidumping duties on all appropriate
entries of subject merchandise in accordance with the final results of
this review.
Commerce intends to issue rescission instructions to CBP in which
it instructs CBP to assess antidumping duties on all entries of subject
merchandise during the POR from RIL at rates equal to the cash deposit
rate for estimated antidumping duties required at the time of entry, or
withdrawal from warehouse, for consumption, in accordance with 19
[[Page 66080]]
CFR 351.212(c)(1)(i). Commerce intends to issue these rescission
instructions to CBP no earlier than 35 days after the date of
publication of this notice in the Federal Register.
Commerce intends to issue assessment instructions to CBP regarding
Bombay Dyeing in which it instructs CBP to assess antidumping duties on
all entries of subject merchandise during the POR from Bombay Dyeing at
rates equal to the weighted-average dumping margin determined for
Bombay Dyeing in the final results of this review.
If a timely summons is filed at the U.S. Court of International
Trade, Commerce will direct CBP in its assessment instructions not to
liquidate relevant entries until the time for parties to file a request
for a statutory injunction has expired (i.e., within 90 days of
publication).
Cash Deposit Requirements
The following deposit requirements will be effective for all
shipments of the subject merchandise entered, or withdrawn from
warehouse, for consumption on or after the publication date of the
final results of this administrative review, as provided by section
751(a)(2)(C) of the Act: (1) the cash deposit rate for Bombay Dyeing
will be the cash deposit rate established for Bombay Dyeing in the
final results of this review (if that rate continues to be based on
total AFA, the rate will be offset by the lowest export subsidy rate
determined for any company in the companion countervailing duty
proceeding, as part of the application of AFA to Bombay Dyeing); \15\
(2) for companies previously investigated or reviewed in this
proceeding that are not covered by this review, the cash deposit rate
will continue to be the company-specific cash deposit rate determined
for the company in the most recently completed segment of this
proceeding that covered the company; (3) if the exporter is not a firm
covered in this review, or in a prior segment of this proceeding, but
the manufacturer is, then the cash deposit rate will be the rate
established for the manufacturer in the most recently completed segment
of this proceeding that covered the manufacturer; and (4) the cash
deposit rate for all other manufacturers or exporters will continue to
be 14.67 percent, the all-others rate established in the less than fair
value investigation adjusted for export subsidies.\16\ These cash
deposit requirements, when imposed, shall remain in effect until
further notice.

2024, 91 FR 8429 (February 23, 2026), and accompanying Issues and
Decision Memorandum at Comment 7 (``Accordingly, we have adjusted
Thong Thuan/TTCR's {(a company assigned a total AFA dumping
margin){time} cash deposit rate by the lowest export subsidy rate
determined for any party in the CVD Final. As discussed above, this
is appropriate because the U.S. price for the dumping margin alleged
in the petition, i.e., 25.76 percent, is based on import average
unit values where the company associated with those values is not
known''). Similarly, here, as AFA, we based Bombay Dyeing's dumping
margin on the dumping margin alleged in the petition, which is based
on the average unit values of U.S. imports of subject merchandise.)

---------------------------------------------------------------------------
Notification to Importers
This notice also serves as a preliminary reminder to importers of
their responsibility under 19 CFR 351.402(f)(2) to file a certificate
regarding the reimbursement of antidumping and/or countervailing duties
prior to liquidation of the relevant entries during this review period.
Failure to comply with this requirement could result in Commerce's
presumption that reimbursement of antidumping and/or countervailing
duties occurred and the subsequent assessment of double antidumping
duties, and/or an increase in the amount of antidumping duties by the
amount of the countervailing duties.
Notification to Interested Parties
We are issuing and publishing these preliminary results of review
in accordance with sections 751(a)(1) and 777(i)(1) of the Act, and 19
CFR 351.221(b)(4).
Dated: October 7, 2026.
Scot Fullerton,
Acting Deputy Assistant Secretary for Antidumping and Countervailing
Duty Operations.
