AGENCY: Federal Transit Administration, Department of Transportation.

ACTION: Notice of request for comments.

SUMMARY: In accordance with the Paperwork Reduction Act of 1995, this 
notice announces the intention of the Federal Transit Administration 
(FTA) to request the Office of Management and Budget (OMB) to approve a 
request for an extension without change to an existing information 
collection: 49 U.S.C. 5307 Urbanized Area Formula Program.

DATES: Comments must be submitted before December 7, 2026.

SUPPLEMENTARY INFORMATION: Interested parties are invited to send 
comments regarding any aspect of this information collection, 
including: (1) the necessity and utility of the information collection 
for the proper performance of the functions of the FTA; (2) the 
accuracy of the estimated burden; (3) ways to enhance the quality, 
utility, and clarity of the collected information; and (4) ways to 
minimize the collection burden without reducing the quality of the 
collected information. Comments submitted in response to this notice 
will be summarized and/or included in the request for OMB approval of 
this information collection.
    Title: 49 U.S.C. 5307 Urbanized Area Formula Program.
    OMB Number: 2132-0502.
    Background: The Urbanized Area Formula Funding program (49 U.S.C. 
5307) makes federal financial assistance available to designated 
recipients; including state, local government, and public transit 
authorities for transit capital and operating assistance, as well as 
transportation-related planning. Eligible activities under the program 
include planning, engineering, design, and technical studies; capital 
investments in bus, rail fixed-guideway systems, and passenger 
facilities; preventive maintenance; complementary paratransit service; 
and mobility management programs. To fulfill statutory mandates, 
confirm applicant eligibility, and ensure proper oversight and prudent 
management of federal funds, FTA collects key program information from 
grant applicants and recipients across two main stages. During the 
application stage applicants submit project descriptions, detailed 
budgets, programs of projects, milestone schedules, environmental 
classifications, labor protective arrangement documentation, and 
required annual certifications and assurances. FTA uses this 
information to evaluate project eligibility and confirm compliance with 
federal transit laws and administrative regulations. During the project 
management stage, recipients submit periodic Milestone Progress Reports 
(MPRs) and Federal Financial Reports (FFRs). FTA uses these updates to 
monitor grantee implementation progress, evaluate project activity, and 
ensure the timely, appropriate expenditure of grant funds.
    Respondents: State or local governmental entities that operate a 
public transportation service.
    Estimated Annual Number of Respondents: 5,864.
    Estimated Total Annual Burden: 114,008.
