SUMMARY: Veterans Benefits Administration, Department of Veterans
Affairs (VA), is announcing an opportunity for public comment on the
proposed collection of certain information by the agency. Under the
Paperwork Reduction Act (PRA) of 1995, Federal agencies are required to
publish notice in the Federal Register concerning each proposed
collection of information, including each proposed revision of a
currently approved collection, and allow 60 days for public comment in
response to the notice.

SUPPLEMENTARY INFORMATION: Under the PRA of 1995, Federal agencies must
obtain approval from the Office of Management and Budget (OMB) for each
collection of information they conduct or sponsor. This request for
comment is being made pursuant to Section 3506(c)(2)(A) of the PRA.
With respect to the following collection of information, VBA
invites comments on: (1) whether the proposed collection of information
is necessary for the proper performance of VBA's functions, including
whether the information will have practical utility; (2) the accuracy
of VBA's estimate of the burden of the proposed collection of
information; (3) ways to enhance the quality, utility, and clarity of
the information to be collected; and (4) ways to minimize the burden of
the collection of information on respondents, including through the use
of automated collection techniques or the use of other forms of
information technology.

Type of Review: New Collection.
Abstract: The VA Work Study program allows Veterans and other VA
beneficiaries who are enrolled at least \3/4\ time (75% Rate of
Pursuit) in school to earn pay by working part-time jobs related to VA
services. These jobs are available at locations such as approved
colleges and training facilities, VA Regional Offices, VA cemeteries,
and other approved sites. Each approved

work site is required to designate a Primary and at least one Secondary
Work Site Supervisor. Similar to designated VA School Certifying
officials (SCO) at schools and training facilities approved to certify
training for VA students to receive GI Bill benefits, the designated
Work Study Site Supervisors are the only individuals authorized to
provide and receive information pertaining to approved VA Work Study
students and who have the authority to submit VA Work Study forms on a
student's behalf.
VA Form 22-10219, Department of Veterans Affairs Work Study Site
Application captures this information when a work site initially
applies for VA approval. The VA Form 22-10219 is not practical for
collecting subsequent changes to the Work Site Supervisors and would
require a work site to provide redundant and unneeded information when
updates to the Work Site Supervisors are needed. Therefore, the VA Work
Study Team currently provides a locally produced template to capture
this information when updates are needed to the listed site
supervisors. When a work site needs to update its Site Supervisor
information, staff currently must request a template by email and
manually submit changes to VA, which is an inefficient manual process.
Additionally, in some instances a Work Site cannot certify Work Study
Students for payment during this process, and the delay may cause
financial hardship, making it difficult for students to cover essential
expenses.
VA Form 22-10219a, Designation of Work Study Site Supervisors, has
been patterned after the form used to collect designated VA School
Certifying Officials, VA Form 22-8794, as the concepts are very
similar. Incorporation of VA Form 22-10219a, Designation of Work Study
Site Supervisors, will allow work sites to download the form online and
submit it to VA, enabling faster communication between work sites and
VA. This digital process will not only provide quicker processing of
work study site supervisor designations, reducing payment delays, but
will streamline record-keeping as well. Additionally, an official form
is required to lay the groundwork for future automation of the process.
