Abstract
The Susquehanna River Basin Commission will hold a public hearing on October 28, 2026. The Commission will hold this hearing in person and telephonically. At this public hearing, the Commission will hear testimony on the projects and actions listed in the Supplementary Information section of this notice. In addition to the projects listed below, the Commission will also hear testimony on its proposed Access to Records Policy and its Draft Regulatory Program Fee Schedule. Such projects and actions are intended to be scheduled for Commission action at its next business meeting, scheduled for December 10, 2026, which will be noticed separately. The public should note that this public hearing will be the only opportunity to offer oral comments to the Commission for the listed projects and actions. The deadline for the submission of written comments is November 9, 2026.

AGENCY: Susquehanna River Basin Commission.
ACTION: Notice.

SUMMARY: The Susquehanna River Basin Commission will hold a public
hearing on October 28, 2026. The Commission will hold this hearing in
person and telephonically. At this public hearing, the Commission will
hear testimony on the projects and actions listed in the Supplementary
Information section of this notice. In addition to the projects listed
below, the Commission will also hear testimony on its proposed Access
to Records Policy and its Draft Regulatory Program Fee Schedule. Such
projects and actions are intended to be scheduled for Commission action
at its next business meeting, scheduled for December 10, 2026, which
will be noticed separately. The public should note that this public
hearing will be the only opportunity to offer oral comments to the
Commission for the listed projects and actions. The deadline for the
submission of written comments is November 9, 2026.
DATES: The public hearing will convene on October 28, 2026, at 5:00
p.m. The public hearing will end at 8:00 p.m. or at the conclusion of
public testimony, whichever is earlier. The deadline for submitting
written comments is Monday, November 9, 2026.

SUPPLEMENTARY INFORMATION: The public hearing will also cover the
following projects:
Projects Scheduled for Action
1. Project Sponsor: Allegheny Mountain Spring Water, Incorporated.
Project Facility: Roaring Spring, Roaring Spring Borough, Blair County,
Pa. Application for consumptive use of up to 0.099 mgd (30-day
average).
2. Project Sponsor and Facility: Ephrata Area Joint Authority,
Ephrata Borough, Lancaster County, Pa. Application for groundwater
withdrawal of up to 1.210 mgd (30-day average) from Well 1.
3. Project Sponsor and Facility: Expand Operating LLC (Susquehanna
River), Terry Township, Bradford County, Pa. Application for surface
water withdrawal of up to 3.000 mgd (peak day).
4. Project Sponsor: Hickory Heights, Inc. Project Facility: Hickory
Heights Golf Club, North Codorus Township, York County, Pa. Application
for consumptive use of up to 0.099 mgd (30-day average).
5. Project Sponsor: Knoebels Three Ponds, Inc. Project Facility:
Knoebels Three Ponds Golf Course, Ralpho Township, Northumberland
County, Pa. Application for consumptive use of up to 0.249 mgd (30-day
average).
6. Project Sponsor and Facility: Milton Hershey School, Derry
Township, Dauphin County, Pa. Applications for consumptive use of up to
1.125 mgd (peak day) and groundwater withdrawals (30-day averages) of
up to 0.250 mgd from Well 1, 0.720 mgd from Well 3, 0.144 mgd from Well
4, 0.343 mgd from Well 6, 0.150 mgd from Well 7, and 0.103 mgd from
Well 8.
7. Project Sponsor: Pennsylvania--American Water Company. Project
Facility: Frackville District, West Mahanoy Township, Schuylkill
County, Pa. Application for groundwater withdrawal of up to 0.192 mgd
(30-day average) from Well 5.
8. Project Sponsor and Facility: Range End Golf Club, Inc., Carroll
Township, York County, Pa. Applications for consumptive use of up to
0.240 mgd (peak day) and groundwater withdrawal 0.113 mgd (30-day
average) from Well 1.
9. Project Sponsor: Saddleview Properties LLC. Project Facility:
Stone Hedge Country Club, Tunkhannock Township, Wyoming County, Pa.
Applications for surface water withdrawal of up to 0.249 mgd (peak day)
from Osterhout Creek and consumptive use of up to 0.249 mgd (30-day
average).
10. Project Sponsor and Facility: Sterman Masser, Inc. (Deep
Creek), Hegins Township, Schuylkill County, Pa. Application for surface
water withdrawal of up to 0.274 mgd (peak day).
11. Project Sponsor: Willow Valley Associates, Inc. Project
Facility: Willow Valley Golf Course, West Lampeter Township, Lancaster
County, Pa. Application for consumptive use of up to 0.099 mgd (30-day
average).
The proposed Access to Records Policy is an update to the
Commission's existing 2009 policy. The Commission is clarifying its
procedures concerning confidential information requests by project
sponsors and recognizing the Access to Records regulation at 18 CFR
801.14 adopted in 2018.
The draft Regulatory Program Fee Schedule adds the Consumer Price
Index adjustment for the Mid-Atlantic Region to most fees, which is
3.9% for the preceding 12 months. The proposed fee schedule also adds
pre-application and technical assistance to project sponsors as an
activity to be funded under the current annual fee. The fee is proposed
to be renamed the Annual Monitoring, Compliance and Assistance to
Projects (AMCAP) Fee. This fee will begin to support the Commission's
Public Water Supply Assistance Program as well as its efforts to
provide technical assistance to small projects and pre-application
assistance to all project sponsors. The proposed fee schedule also
adjusts some terminology involving well grouping/well field
determinations by the Commission, as

well as adds the fee for the recently enacted General Permit GP-04. The
proposal also includes language clarifying the Commission's ability to
assess a late fee for materially late payments due to the Commission
consistent with 18 CFR 806.33.
Opportunity To Appear and Comment
Interested parties may appear or call into the hearing to offer
comments to the Commission on any business listed above required to be
the subject of a public hearing. Given the nature of the meeting, the
Commission strongly encourages those members of the public wishing to
provide oral comments to pre-register with the Commission by emailing
Andrew Zerby at <a href="/cdn-cgi/l/email-protection#ea8b908f988893aa99988889c48d859c"><span class="__cf_email__" data-cfemail="aecfd4cbdcccd7eedddccccd80c9c1d8">[email protected]</span></a> before the hearing date. The presiding
officer reserves the right to limit oral statements in the interest of
time and to control the course of the hearing otherwise. Access to the
hearing via telephone will begin at 4:45 p.m. Guidelines for the public
hearing are posted on the Commission's website, <a href="http://www.srbc.gov">www.srbc.gov</a>, before
the hearing for review. The presiding officer reserves the right to
modify or supplement such guidelines at the hearing. Written comments
on any business listed above required to be the subject of a public
