RamaFlux Sierra PSH, LLC; Notice of Preliminary Permit 
Application Accepted for Filing and Soliciting Comments, Motions To 
Intervene, and Competing Applications

    On April 30, 2026, RamaFlux Sierra PSH LLC, filed an application 
for a preliminary permit, pursuant to section 4(f) of the Federal Power 
Act (FPA), proposing to study the feasibility of the Fish Creek Pumped 
Storage Project (Fish Creek Project or project). The proposed facility 
would be a 750-megawatt (MW) closed-loop pumped storage hydroelectric 
facility located near the town of Nevada City in Nevada County, 
California. The sole purpose of a preliminary permit, if issued, is to 
grant the permit holder priority to file a license application during 
the permit term. A preliminary permit does not authorize the permit 
holder to perform any land-disturbing activities or otherwise enter 
upon lands or waters owned by others without the owners' express 
permission.
    The proposed project would consist of the following new facilities: 
(1) an

upper reservoir created by a new embankment at an approximate elevation 
of 4,200 feet above mean sea level to serve as the upper pool; (2) a 
lower reservoir created by a new embankment with at an approximate 
elevation of 2,600 feet above mean sea level to be located on the 
eastern slope of the Fish Creek drainage basin to serve as the lower 
pool; (3) a conduit system of steel-lined penstocks with a concrete and 
steel-lined pressure shaft to connect the upper and lower reservoirs to 
the powerhouse; (4) an underground powerhouse with reversible pump-
turbine units with a generation capacity of 750 MWs located adjacent to 
the lower reservoir on its western side; (5) an intake structure at the 
lower reservoir; (6) a new single-circuit 230 kilovolt (kV) 
transmission line to connect the powerhouse to the existing 230 kV 
transmission infrastructure at the vicinity of the proposed project; 
(7) construction access routes; and (8) appurtenant facilities.
