Abstract

In compliance with the Paperwork Reduction Act of 1995, DoD announces the proposed extension of a public information collection requirement and seeks public comment on the provisions thereof. DoD invites comments on: whether the proposed collection of information is necessary for the proper performance of the functions of DoD, including whether the information will have practical utility; the accuracy of DoD's estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology. The Office of Management and Budget (OMB) has approved this information collection for use under Control Number 0704-0246 through January 31, 2027. DoD proposes that OMB approve an extension of the information collection requirement, to expire three years after the approval date.

AGENCY: Defense Acquisition Regulations System; Department of Defense 
(DoD).

ACTION: Notice and request for comments regarding a proposed extension 
of an approved information collection requirement.

SUMMARY: In compliance with the Paperwork Reduction Act of 1995, DoD 
announces the proposed extension of a public information collection 
requirement and seeks public comment on the provisions thereof. DoD 
invites comments on: whether the proposed collection of information is 
necessary for the proper performance of the functions of DoD, including 
whether the information will have practical utility; the accuracy of 
DoD's estimate of the burden of the proposed information collection; 
ways to enhance the quality, utility, and clarity of the information to 
be collected; and ways to minimize the burden of the information 
collection on respondents, including through the use of automated 
collection techniques or other forms of information technology. The 
Office of Management and Budget (OMB) has approved this information 
collection for use under Control Number 0704-0246 through January 31, 
2027. DoD proposes that OMB approve an extension of the information 
collection requirement, to expire three years after the approval date.

SUPPLEMENTARY INFORMATION: 
    Title and OMB Number: Defense Federal Acquisition Regulation 
Supplement (DFARS) Part 245, Government Property, Related Clauses and 
Forms; OMB Control Number 0704-0246.
    Affected Public: Businesses or other for-profit and not-for-profit 
institutions.
    Respondent's Obligation: Required to obtain or retain benefits.
    Frequency: On occasion.
    Number of Respondents: 771.
    Responses per Respondent: 24.5, approximately.
    Annual Responses: 18,891.
    Average Burden per Response: 0.17 hour, approximately.
    Annual Burden Hours: 3,266.
    Needs and Uses: DoD uses the information collected through the 
requirements of the DFARS part 245 clauses for management and oversight 
of Government-furnished property (GFP).
    The clause at DFARS 252.245-7005 strengthens the accountability and 
end-to-end traceability of Government property within DoD. Paragraph 
(b)(1) of the clause requires reporting of GFP requirements under the 
GFP module of the Procurement Integrated Enterprise Environment (PIEE) 
eBusiness platform. DFARS clause 252.245-7005, paragraph (j), provides 
procedures for disposal of scrap. The DD Form 1639, Scrap Warranty, is 
completed by individuals or firms that purchase Government property for 
its material content from a Government contractor. The DD Form 1639, 
addressed in paragraph (j)(2) of the clause, is used for the sole 
purpose of having the purchasers warrant that the property they have 
purchased will be used only as scrap. DFARS 252.245-7005, paragraph 
(k), provides procedures for sale of surplus contractor inventory.
    The clause at DFARS 252.245-7003, Contractor Property Management 
System Administration, requires certain contractors to respond in 
writing to an initial or final determination from the administrative 
contracting officer that

identifies weaknesses in the contractor's property management system.
