Abstract

The Food and Drug Administration (FDA or Agency) is requesting nominations for qualified individuals to serve as voting members of FDA's standing public advisory committees and panels (collectively, advisory committees). This notice covers scientific, technical, professional, and other voting-member positions in which appointees serve as individuals rather than as designated representatives; it does not solicit nominations for consumer representative or industry representative positions. FDA will consider nominations for current and future vacancies as they arise. FDA encourages nominations of all appropriately qualified candidates whose expertise and perspectives would contribute to the work and balanced composition of its advisory committees.

Request for Nominations for Voting Members of Food and Drug 
Administration Advisory Committees

ACTION: Notice.

SUMMARY: The Food and Drug Administration (FDA or Agency) is requesting 
nominations for qualified individuals to serve as voting members of 
FDA's standing public advisory committees and panels (collectively, 
advisory committees). This notice covers scientific, technical, 
professional, and other voting-member positions in which appointees 
serve as individuals rather than as designated representatives; it does 
not solicit nominations for consumer representative or industry 
representative positions. FDA will consider nominations for current and 
future vacancies as they arise. FDA encourages nominations of all 
appropriately qualified candidates whose expertise and perspectives 
would contribute to the work and balanced composition of its advisory 
committees.

DATES: FDA accepts nominations on a continuing basis. Nominations 
received on or before November 30, 2026 will be given first 
consideration for current and near-term vacancies. Nominations received 
after that date will be considered as later vacancies arise.

SUPPLEMENTARY INFORMATION:

I. Background and Scope

    FDA uses public advisory committees to obtain independent expert 
advice on scientific, technical, and policy matters within the Agency's 
responsibilities.
    This notice applies to voting-member positions in which members 
serve as individuals and not as representatives of a nominating or 
affiliated group, consistent with 21 CFR 14.82(d). It does not apply to 
positions designated to represent consumer or industry interests. 
Separate statutes, regulations, charters, or notices may govern those 
representative positions or other committee-specific nomination and 
selection processes. If a committee-

specific statute or charter establishes qualifications, composition, 
nomination, or selection requirements, those requirements control. This 
notice does not replace the solicitation of nominations required when 
FDA establishes a new advisory committee under 21 CFR 14.82(b).
    For medical device classification panels, this annual notice also 
provides the opportunity described in section 513(b)(5)(D) of the 
Federal Food, Drug, and Cosmetic Act (21 U.S.C. 360c(b)(5)(D)) for 
patients, representatives of patients, and sponsors of medical devices 
that may be specifically subject to review by a classification panel to 
recommend individuals with appropriate expertise for voting-member 
positions.

II. Criteria for Voting Members and Appointment Status

    In general, nominees should demonstrate subject-matter expertise 
relevant to one or more FDA advisory committees, the ability to 
interpret complex scientific or technical information, an understanding 
of the public health significance of the matters before the committee, 
and the ability to provide objective and independent advice. FDA will 
consider the expertise, experience, professional disciplines, and 
points of view needed for the functions of the particular committee and 
to support fairly balanced membership.
    Voting members serve as individuals and not as representatives of 
any group or organization that nominated them or with which they are 
affiliated. Generally, non-Federal voting members are appointed as 
special Government employees and are subject to applicable Federal 
ethics and conflict-of-interest requirements. Federal employees may 
serve as regular Government employees in their official capacities when 
authorized for the particular committee and position. Certain 
committees or positions may be governed by different statutory, 
regulatory, or charter provisions. FDA will determine the appropriate 
appointment status for each position.
    Members generally are invited to serve for overlapping terms of up 
to 4 years, or for a shorter period at the discretion of the appointing 
official, subject to the applicable statutes, regulations, and 
committee charter.

III. Nomination Procedures

    Any interested person may nominate one or more qualified 
individuals for membership on one or more of the advisory panels or 
advisory committees. Self-nominations are also accepted. Nominations 
must include a current, complete r[eacute]sum[eacute] or curriculum 
vitae for each nominee. Nominations must also specify the advisory 
committee for which the nominee is recommended. Additionally, 
nominations must acknowledge that the nominee is aware of the 
nomination unless self-nominated. FDA will ask potential candidates to 
provide detailed information concerning such matters related to 
financial holdings, employment, and research grants and/or contracts to 
permit evaluation of possible sources of conflicts of interest. Only 
U.S. Citizens, non-citizen U.S. Nationals, and Permanent Residents may 
apply for service as a committee member.
    This notice is issued under the Federal Advisory Committee Act (5 
U.S.C. 1001 et seq.) and 21 CFR part 14, relating to advisory 
committees.
