Abstract
On August 20, 2026, the U.S. Small Business Administration (SBA or the Agency) published a notice of proposed rulemaking and a notice of availability of Revised Size Standards Methodology in the Federal Register to solicit public comments on the revised methodology and proposed Small Business Size Standards. Effective as of filing on September 21, 2026, SBA is extending the comment period for an additional 60 days until November 20, 2026.

Small Business Size Standards
AGENCY: U.S. Small Business Administration.
ACTION: Extension of comment periods.

SUMMARY: On August 20, 2026, the U.S. Small Business Administration
(SBA or the Agency) published a notice of proposed rulemaking and a
notice of availability of Revised Size Standards Methodology in the
Federal Register to solicit public comments on the revised methodology
and proposed Small Business Size Standards. Effective as of filing on
September 21, 2026, SBA is extending the comment period for an
additional 60 days until November 20, 2026.
DATES: The comment periods for the notice of proposed rulemaking
published on August 20, 2026 (91 FR 53741) and the Revised Size
Standards Methodology published on August 20, 2026 (91 FR 54096) are
extended for an additional 60 days from September 21,

2026. Comments must be received on or before November 20, 2026.

SUPPLEMENTARY INFORMATION: On August 20, 2026, SBA published a notice
of availability of Revised Size Standards Methodology for comments at
91 FR 54096 and a notice of proposed rulemaking for Small Business Size
Standards at 91 FR 53741. In the Revised Size Standards Methodology,
SBA advised the public that it has revised its white paper explaining
how it establishes, reviews, and modifies small business size
standards. The revised white paper provided a detailed description of
SBA's size standards methodology, including changes from SBA's 2024
Revised Size Standards Methodology. In the Small Business Size
Standards notice of proposed rulemaking, SBA proposed new size
standards for 338 industry groups and industries.
The Agency requested comments on its size standards notice of
proposed rulemaking and methodology. Initially, SBA established a 30-
day comment period for the proposed rulemaking and methodology, with
closing dates of September 21, 2026. In response to requests for
additional time to comment and following the SBA's clarification of the
impacts of SBA's proposed changes, the Agency is extending the comment
periods for an additional 60 days after September 21, 2026, the date
the initial comment periods were scheduled to close. Comments must now
be received on or before November 20, 2026.
