Abstract
On May 1, 2026, the U.S. Department of Commerce (Commerce) initiated the fourth sunset review of the countervailing duty (CVD) order on carbazole violet pigment 23 (CVP-23) from India. Because no domestic party responded to the sunset review notice of initiation by the applicable deadline, consistent with section 751(c)(3)(A) of the Tariff Act of 1930, as amended (the Act), Commerce is revoking the CVD order on carbazole violet pigment 23 from India.

Carbazole Violet Pigment 23 From India: Final Results of Fourth
Sunset Review and Revocation of Countervailing Duty Order
AGENCY: Enforcement and Compliance, International Trade Administration,
Department of Commerce.
SUMMARY: On May 1, 2026, the U.S. Department of Commerce (Commerce)
initiated the fourth sunset review of the countervailing duty (CVD)
order on carbazole violet pigment 23 (CVP-23) from India. Because no
domestic party responded to the sunset review notice of initiation by
the applicable deadline, consistent with section 751(c)(3)(A) of the
Tariff Act of 1930, as amended (the Act), Commerce is revoking the CVD
order on carbazole violet pigment 23 from India.

Background
On December 29, 2004, Commerce published the Order on CVP-23 from
India.\1\ On May 1, 2026, Commerce initiated the fourth sunset review
of the Order pursuant to section 751(c)(2) of the Act.\2\ No domestic
interested party responded to Commerce's Initiation Notice.\3\

Scope of the Order
The merchandise subject to this Order is carbazole violet pigment
23 (CVP-23) identified as Color Index No. 51319 and Chemical Abstract
No. 6358-30-1, with the chemical name of diindolo [3,2-b:3',2'-
m]triphenodioxazine, 8,18-dichloro-5, 15-diethy-5, 15-dihydro-, and
molecular formula of
C<INF>34</INF>H<INF>22</INF>C<INF>l2</INF>N<INF>4</INF>O<INF>2.</INF>\4\
The subject merchandise includes the crude pigment in any form (e.g.,
dry powder, paste, wet cake) and finished pigment in the form of
presscake and dry color. Pigment dispersions in any form (e.g.,
pigments dispersed in oleoresins, flammable solvents, water) are not
included within the scope of the Order. The merchandise subject to this
Order is classifiable under subheading 3204.17.9040 of the Harmonized
Tariff Schedule of the United States (HTSUS). Although the HTSUS
subheadings are provided for convenience and customs purposes, our
written description of the scope of this Order is dispositive.

Revocation
Pursuant to Section 751(c)(3)(A) of the Act, ``{i{time} f no
interested party responds to the notice of initiation. . .
{Commerce{time} shall issue a final determination, within 90 days
after the initiation of a review, revoking the order.'' Because no
domestic interested party responded to the notice of initiation in this
segment of the proceeding,\5\ Commerce is revoking the Order.

Effective Date of Revocation
Pursuant to section 751(c)(3)(A) of the Act and 19 CFR
351.222(i)(2)(i), Commerce intends to instruct U.S. Customs and Border
Protection to terminate the suspension of liquidation of the
merchandise subject to this Order entered, or withdrawn from the
warehouse, on or after June 15, 2026, the fifth anniversary of the date
of publication of the last continuation

notice of the Order.\6\ Entries of subject merchandise prior to the
effective date of revocation will continue to be subject to suspension
of liquidation and CVD deposit requirements. Commerce may conduct
administrative reviews of subject merchandise entered prior to the
effective date of revocation in response to appropriately filed
requests for review.
