Abstract
On May 1, 2026, the Department of Commerce (Commerce) initiated the fourth sunset reviews of the antidumping duty (AD) orders on carbazole violet pigment 23 (CVP-23) From India and the People's Republic of China (China). Because no domestic interested party responded to the sunset review notice of initiation by the applicable deadline, consistent with section 751(c)(3)(A) of the Tariff Act of 1930, as amended (the Act), Commerce is revoking the AD orders on CVP- 23 from India and China.

Carbazole Violet Pigment 23 from India and the People's Republic
of China: Final Results of Sunset Reviews and Revocation of the
Antidumping Duty Orders
AGENCY: Enforcement and Compliance, International Trade Administration,

SUMMARY: On May 1, 2026, the Department of Commerce (Commerce)
initiated the fourth sunset reviews of the antidumping duty (AD) orders
on carbazole violet pigment 23 (CVP-23) From India and the People's
Republic of China (China). Because no domestic interested party
responded to the sunset review notice of initiation by the applicable
deadline, consistent with section 751(c)(3)(A) of the Tariff Act of
1930, as amended (the Act), Commerce is revoking the AD orders on CVP-
23 from India and China.

Background
On December 29, 2004, Commerce published the Orders on CVP-23 from
India and China.\1\ On May 1, 2026, Commerce initiated the fourth
sunset reviews of the Orders pursuant to section 751(c) of the Tariff
Act of 1930, as amended (the Act).\2\ No domestic interested party
responded to Commerce's Initiation Notice.\3\

Scope of the Orders
The merchandise subject to the Orders is carbazole violet pigment
(CVP-23) identified as Color Index No. 51319 and Chemical Abstract No.
6358-30-1, with the chemical name of diindolo [3,2-b:3',2'-m] \4\
triphenodioxazine, 8,18-dichloro-5, 15-diethy-5, 15-dihydro-, and
molecular formula of C<INF>34</INF> H<INF>22</INF> Cl<INF>2</INF>
N<INF>4</INF> O<INF>2.</INF> The subject merchandise includes the crude
pigment in any form (e.g., dry powder, paste, wet cake) and finished
pigment in the form of presscake and dry color. Pigment dispersions in
any form (e.g., pigments dispersed in oleoresins, flammable solvents,
water) are not included within the scope of the Orders. The merchandise
subject to the Orders is classifiable under subheading 3204.17.9040 of
the Harmonized Tariff Schedule of the United States (HTSUS). Although
the HTSUS subheading is provided for convenience and customs purposes,
our written description of the scope of the Orders is dispositive.

Revocation
Pursuant to section 751(c)(3)(A) of the Act, ``{i{time} f no
domestic interested party responds to a notice of initiation . . .
{Commerce{time} shall issue a final determination, within 90 days
after the initiation of a review, revoking the order.'' Because no
domestic interested party responded to the notice of initiation in this
segment of the proceeding,\5\ Commerce is revoking the Orders.

Effective Date of Revocation
Pursuant to section 751(c)(3)(A) of the Act and 19 CFR
351.222(i)(2)(i), Commerce intends to instruct U.S. Customs and Border
Protection to terminate the suspension of liquidation of the
merchandise subject to the Orders entered, or withdrawn from the
warehouse, on or after June 15, 2026, the fifth anniversary of the date
of the publication of the last continuation notice of the Orders.\6\
Entries of subject merchandise prior to the effective date of
revocation will continue to be subject to suspension of liquidation and
AD deposit requirements. Commerce may conduct administrative reviews of
subject merchandise entered prior to the effective date of revocation
in response to appropriately filed requests for reviews.
