SUPPLEMENTARY INFORMATION:
Background
On December 18, 2024, based on timely requests for review, in
accordance with 19 CFR 351.221(c)(1)(i), we initiated an administrative
review of the countervailing duty order on aluminum foil from Oman
covering OARC.\1\

Administrative Reviews, 89 FR 102856, 102862 (December 18, 2024);

Republic of Turkey: Countervailing Duty Orders, 86 FR 62782
(November 12, 2021) (Order).
---------------------------------------------------------------------------
On December 9, 2024, Commerce tolled the deadline to issue the
preliminary results in administrative reviews for which the opportunity
to request the review was published in November or December 2024, by 90
days.\2\ The opportunity notice to request this administrative review
was published on November 1, 2024.\3\ On September 2, 2025, Commerce
extended the deadline for issuance of the preliminary results of this
review.\4\ Due to the lapse in appropriations and Federal Government
shutdown, on November 14, 2025, Commerce tolled all deadlines in
administrative proceedings by 47 days,\5\ and, due to a backlog of
documents that were electronically filed via Enforcement and
Compliance's Antidumping and Countervailing Duty Centralized Electronic
Service System (ACCESS) during the Federal Government shutdown, on
November 24, 2025, Commerce tolled all deadlines in administrative
proceedings by an additional 21 days.\6\ Accordingly, the deadline for
these preliminary results is now May 7, 2026.

Memorandum).
---------------------------------------------------------------------------
Scope of the Order
The product covered by the Order is aluminum foil from Oman. For a
complete description of the scope of the Order, see the Preliminary
Decision Memorandum.
Methodology
Commerce is conducting this administrative review in accordance
with section 751(a)(l)(A) of the Tariff Act of 1930, as amended (the
Act). For each of the subsidy programs found countervailable, Commerce
[[Page 27018]]
preliminarily determines that there is a subsidy, i.e., a financial
contribution by an ``authority'' that gives rise to a benefit to the
recipient, and that the subsidy is specific.\8\ For a full description
of the methodology underlying our conclusions, including our reliance,
in part, on facts otherwise available with adverse inferences pursuant
to sections 776(a) and (b) of the Act, see the Preliminary Decision
Memorandum.
---------------------------------------------------------------------------
\8\ See sections 771(5)(B) and (D) of the Act regarding
financial contribution; section 771(5)(E) of the Act regarding
benefit; and section 771(5A) of the Act regarding specificity.
---------------------------------------------------------------------------
Preliminary Results of Review
As a result of this review, we preliminarily determine the
following net countervailable subsidy rate exists for the POR, January
1, 2023, through December 31, 2023:
------------------------------------------------------------------------
Subsidy rate
Company (percent ad
valorem)

performed to interested parties for these preliminary results within
five days of any public announcement or, if there is no public
announcement, within five days of the date of publication of this
notice in accordance with 19 CFR 351.224(b).
---------------------------------------------------------------------------
\9\ Commerce preliminarily determines that Oman Aluminium
Rolling Company SPC is cross-owned with Sohar Paper Cores LLC,

---------------------------------------------------------------------------
\16\ See 19 CFR 351.303.
\17\ See APO and Service Final Rule.
---------------------------------------------------------------------------
Assessment Rate
Consistent with section 751(a)(1) of the Act and 19 CFR
351.212(b)(2), upon issuance of the final results, Commerce shall
determine, and U.S. Customs and Border Protection (CBP) shall assess,
countervailing duties on all appropriate entries covered by this
review.
Commerce intends to issue assessment instructions to CBP regarding
OARC no earlier than 35 days after the date of publication of the final
results of this review in the Federal Register. If a timely summons is
filed at the U.S. Court of International Trade, the assessment
instructions will direct CBP not to liquidate relevant entries until
the time for parties to file a request for a statutory injunction has
expired (i.e., within 90 days of publication).
Cash Deposit Requirements
Pursuant to section 751(a)(2)(C) of the Act and 19 CFR 351.107(e),
Commerce intends to instruct CBP to collect cash deposits of estimated
countervailing duties with regard to shipments of subject merchandise
entered, or withdrawn from warehouse, for consumption on or after the
date of publication of the final results of this review, as follows:
(1) the cash deposit rate for the company listed above will be equal to
the company-specific estimated individual countervailable subsidy rates
determined in the final results of this review, except if the rate is
less than 0.50 percent and, therefore, de minimis within the meaning of
19 CFR 351.106(c)(1), in which case the cash deposit rate will be zero;
(2) if both the producer and exporter of the subject merchandise have
company-specific estimated subsidy rates assigned, and their rates
differ, then the applicable cash deposit rate will be the higher of
these two rates; (3) if either the producer or the exporter, but not
both, of the subject merchandise has a company-specific estimated
subsidy rate assigned, the applicable cash deposit rate will be that
company's company-specific rate; and (4) the cash deposit rate for all
other producers and exporters will be continue to be 1.93 percent, the
all-others subsidy rate established in the investigation.\18\ These
cash deposit instructions, when imposed, shall remain in effect until
further notice.
---------------------------------------------------------------------------
\18\ See Order, 86 FR at 62783.

Final Results of Review
Unless the deadline is extended, Commerce intends to issue the
final results of this administrative review, which will include the
results of Commerce's analysis of the issues raised in the case briefs,
