Background

On September 14, 2009, Commerce published the Order in the Federal
Register.\1\ On September 2, 2025, Commerce published the notice of
initiation of the third sunset review of the Order, pursuant to section
751(c) of the Tariff Act of 1930, as amended (the Act), and 19 CFR

complete notice of intent to participate in the sunset review for
domestic interested parties within the deadline specified in the 19 CFR
351.218(d)(1)(i).\3\ The domestic interested parties claimed the
interested party status within the meaning of section 771(9)(C) of the
Act as manufacturers of the domestic like product in the United
States.\4\ On September 29, 2025, Commerce notified the U.S.
International Trade Commission (ITC) that it had received a notice of
intent to participate from the domestic interested party.\5\
