Abstract: The New Source Performance Standards (NSPS) for Generic
Maximum Achievable Control Technology Standards for Acetal Resin;
Acrylic and Modacrylic Fiber; Hydrogen Fluoride and Polycarbonate
Production were proposed on October 14, 1998; and promulgated on June
29, 1999; and amended on: November 22, 1999; November 2, 2001; June 7,
2002; July 12, 2002; and October 8, 2014. These regulations apply to
new and existing facilities of the following four categories:
Polycarbonates (PC) Production, Acrylic and Modacrylic Fibers (AMF)
Production, Acetal Resins (AR) Production, and Hydrogen Fluoride (HF)
Production. New facilities include those that either commenced
construction or reconstruction after the date of proposal. This
information is being collected to assure compliance with 40 CFR part
63, subpart YY.
In general, all NESHAP standards require initial notifications,
performance tests, and periodic reports by the owners/operators of the
affected facilities. They are also required to maintain records of the
occurrence and duration of any startup, shutdown, or malfunction in the
operation of an affected facility, or any period during which the
monitoring system is inoperative. These notifications, reports, and
records are essential in determining compliance, and are required of
all affected facilities subject to NESHAP.
Form Numbers: None.
Respondents/affected entities: Polycarbonate, acrylic and
modacrylic fiber, acetal resin, and hydrogen fluoride production
facilities.
Respondent's obligation to respond: Mandatory (40 CFR part 63,
subpart YY).
Estimated number of respondents: 7 (total).
Frequency of response: Initially and semiannually.
Total estimated burden: 2,910 hours (per year). Burden is defined
at 5 CFR 1320.03(b).
Total estimated cost: $457,000 (per year), includes $59,100
annualized capital or operation & maintenance costs.
Changes in the Estimates: There is no change in burden from the
most recently approved ICR as currently identified in the OMB Inventory
of Approved Burdens. This is due to two considerations. First, the
regulations have not changed over the past three years and are not
anticipated to change over the next three years. Second, the growth
rate for this industry is very low or non-existent, so there is no
significant change in the overall burden. There is an increase in the
capital/startup or operation and maintenance (O&M) costs due to an
adjustment to increase costs from 2013 to 2024 using the CEPCI CE
Index.
Courtney Kerwin,
Deputy Director, Data & Enterprise Programs Division.
