AGENCY: Veterans Benefits Administration, Department of Veterans

ACTION: Notice.

SUMMARY: In compliance with the Paperwork Reduction Act (PRA) of 1995,
this notice announces that the Veterans Benefits Administration (VBA),
Department of Veterans Affairs, will submit the collection of
information abstracted below to the Office of Management and Budget
(OMB) for review and comment. The PRA submission describes the nature
of the information collection and its expected cost and burden, and it
includes the actual data collection instrument.
DATES: Comments and recommendations for the proposed information
collection should be sent by March 30, 2026.

SUPPLEMENTARY INFORMATION:
Title: Intent to File a Claim for Compensation and/or Pension, or
Survivors Pension and/or DIC (VA Form 21-0966).
OMB Control Number: 2900-0826. <a href="https://www.reginfo.gov/public/do/PRASearch">https://www.reginfo.gov/public/do/PRASearch</a>.
Type of Review: Revision of a currently approved collection.
Abstract: VA Form 21-0966 is used to gather the necessary
information to determine an effective date for an award granted in
association with a complete claim filed within one year of such form.
VA also uses it as a request for application and responds by mailing
the claimant a letter of receipt, along with the appropriate VA form or
application for VA benefits. Without this information, determination of
entitlement would not be possible.

No changes have been made to this form. The respondent burden has
increased due to the estimated number of receivables averaged over the
past year.
An agency may not conduct or sponsor, and a person is not required
to respond to a collection of information unless it displays a
currently valid OMB control number. The Federal Register Notice with a
60-day comment period soliciting comments on this collection of
information was published at insert citation date: 90 FR 58372,
December 16, 2025.

Estimated Annual Burden: 58,439 hours.
Estimated Average Burden per Respondent: 5 minutes.
