SUPPLEMENTARY INFORMATION: This 36(b) arms sales notification is 
published to fulfill the requirements of section 155 of Public Law 104-
164 dated July 21, 1996. The following is a copy of a letter to the 
Speaker of the House of Representatives with attached Transmittal 24-
129 and Policy Justification.

requested to buy equipment and services required to upgrade and 
recertify PATRIOT PAC-2 Guidance Enhancement Missiles (GEM) and 
recertify PATRIOT Guidance Enhancement Missiles-Tactical (GEM-T).

maintenance; special tools, support, and test equipment; repair parts; 
modification kits; common tools; shop equipment and fixtures; material

replacement materials; support from field service representatives, 
technicians, mechanics, and other support personnel; and other related 
elements of logistics and program support.

POLICY JUSTIFICATION

Kuwait--Upgrade and Recertification of PATRIOT Missiles

    The Government of Kuwait has requested to buy equipment and 
services required to upgrade and recertify PATRIOT PAC-2 Guidance 
Enhancement Missiles (GEM) and recertify PATRIOT Guidance Enhancement 
Missiles-Tactical (GEM-T). The following non-MDE items will be 
included: sustainment maintenance; special tools, support, and test 
equipment; repair parts; modification kits; common tools; shop 
equipment and fixtures; material handling equipment; test support; 
stockpile

reliability testing and inspection; repair and return support; spare 
parts; training; replacement materials; support from field service 
representatives, technicians, mechanics, and other support personnel; 
and other related elements of logistics and program support. The 
estimated total cost is $400 million.
    This proposed sale will support the foreign policy goals and 
national security objectives of the United States by improving the 
security of a major non-NATO ally that is a force for political 
stability and economic progress in the Middle East.
    The proposed sale will improve Kuwait's capability to meet current 
and future threats by assisting in maintaining higher levels of 
operational readiness while meeting its modernization and 
professionalization plans. Kuwait will have no difficulty absorbing 
these articles and services into its armed forces.
    The proposed sale of this equipment and support will not alter the 
basic military balance in the region.
    The principal contractor will be RTX Corporation, located in 
Letterkenny, PA. At this time, the U.S. Government is not aware of any 
offset agreement proposed in connection with this potential sale. Any 
offset agreement will be defined in negotiations between the purchaser 
and the contractor.
    Implementation of this proposed sale will require the assignment of 
5 to 8 additional U.S. Government or U.S. contractor representatives to 
travel to Kuwait periodically over a 15-to-20-year period to assist 
with maintenance and sustainment operations.
    There will be no adverse impact on U.S. defense readiness as a 
result of this proposed sale.
