SUPPLEMENTARY INFORMATION: Effective September 5, 2025, the Commission
established a schedule for the conduct of the subject proceeding (90 FR
48056, October 3, 2025). Due to the lapse in appropriations and ensuing
cessation of Commission operations, the Commission is revising its
schedule as follows: the staff report was placed in the nonpublic
record on December 4, 2025; comments are due on January 21, 2026.

Commission's notice cited above and the Commission's Rules of Practice
and Procedure, part 201, subparts A and B (19 CFR part 201), and part
207, subparts A, D, E, and F (19 CFR part 207).
Authority: This proceeding is being conducted under authority of
