m. Description of Request: Due to drought conditions, the license
proposes to temporarily amend the minimum flow requirements at the
Comerford Development to preserve the depleted storage capacity of its
upstream Moore reservoir, which may prevent future flow reductions if
the drought worsens. With the proposed modifications to operations at
the Comerford Development, the minimum flow would be decreased from
1,145 cubic feet per second (cfs) to 600 cfs, from September 29, 2025,
to January 31, 2026. The licensee would increase flows from Comerford
to 1,145 cfs prior to January 31, 2026, when sufficient precipitation
refills Moore Reservoir to its median elevation of 805 feet mean sea
level.
