Abstract
As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act (PRA) of 1995, the Federal Communications Commission (FCC or the Commission) invites the general public and other Federal agencies to take this opportunity to comment on the following information collection. Comments are requested concerning: whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate; ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and ways to further reduce the information collection burden on small business concerns with fewer than 25 employees. The FCC may not conduct or sponsor a collection of information unless it displays a currently valid control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the PRA that does not display a valid Office of Management and Budget (OMB) control number.

ACTION: Notice and request for comments.

SUMMARY: As part of its continuing effort to reduce paperwork burdens,
and as required by the Paperwork Reduction Act (PRA) of 1995, the
Federal Communications Commission (FCC or the Commission) invites the

Title: Section 43.51, Reports and Records of Communications Common
Carriers and Affiliates.
Form Number: N/A.
Type of Review: Extension of a currently approved collection.
Respondents: Business or other for profit entities.
Number of Responses and Respondents: 55 respondents; 1,210
responses.
Estimated Time per Response: 6 hours.
Frequency of Response: On occasion reporting requirement, annual
reporting requirement, recordkeeping requirement and third party
disclosure requirement.
Obligation to Respond: Required to obtain or retain benefits. The
statutory authority for this collection is contained in sections: 1-4,
10, 11, 201-205, 211, 218, 220, 226, 303(g), 303(r) and 332 of the
Communications Act of 1934, as amended, 47 U.S.C. 151, 154, 160, 161,
201, 205, 211, 218, 220, 226, 303(g), 303(r) and 332.
Total Annual Burden: 3,397 hours.
Total Annual Cost: No cost.
Needs and Uses: In 2011, the Commission released a First Report and
Order and Further Notice of Proposed Rulemaking (FCC 11-76). The
Commission, among other things, removed section 43.53 on the grounds
that it was no longer in the public interest. However, the Commission
did not alter section 43.51, which requires certain communications
common carriers to file with the Commission, within 30 days of
execution, a copy of each contract, agreement, concession, license,
authorization, operating agreement or other arrangement to which it is
a party and any amendments thereto. Section 43.51 also requires
carriers to maintain copies of certain contracts, to have them readily
accessible to Commission staff and members of the public upon request,
and to forward individual contracts to the Commission as requested.
