SUPPLEMENTARY INFORMATION:
I. Abstract
This is a request for a new collection of information. The National
Marine Fisheries Service (NMFS) proposes to conduct a survey of catch
share participants in the southeast region. This data collection
applies to the Gulf of Mexico and South Atlantic regions. The proposed
socio-economic study will examine the performance of these programs.
The survey will collect information on demographics, factors
influencing market transparency and efficiency, changes in fishing and
marketing practices following the adoption of catch share programs, and
miscellaneous attitudinal questions. The data gathered will be used for
required, periodic evaluations of these programs and the development of
amendments to fishery management plans, which require descriptions of
the human and economic environment and socio-economic analyses of
regulatory proposals. Additionally, the information collected will be
used to strengthen fishery management decision-making and satisfy
various legal mandates under the Magnuson-Stevens Fishery Conservation
and Management Act (16 U.S.C. 1801 et seq.; MSA), Executive Order
12866, Regulatory Flexibility Act, Endangered Species Act (ESA), and
National Environmental Policy Act (NEPA), and other pertinent statues.

In-person, online, and phone interviews will be used to collect the
above-described information.

IV. Request for Comments
We are soliciting public comments to permit the Department/Bureau
to: (a) Evaluate whether the proposed information collection is
necessary for the proper functions of the Department, including whether
the information will have practical utility; (b) Evaluate the accuracy
of our estimate of the time and cost burden for this proposed
collection, including the validity of the methodology and assumptions
used; (c) Evaluate ways to enhance the quality, utility, and clarity of
the information to be collected; and (d) Minimize the reporting burden
on those who are to respond, including the use of automated collection
techniques or other forms of information technology.
Comments that you submit in response to this notice are a matter of
public record. We will include or summarize each comment in our request
to OMB to approve this information collection request. Before including
your address, phone number, email address, or other personal
identifying information in your comment, you should be aware that your
entire comment--including your personal identifying information--may be
