SUMMARY: The Department of Commerce, in accordance with the Paperwork
Reduction Act of 1995 (PRA), invites the general public and other
Federal agencies to comment on proposed and continuing information
collections, which helps us assess the impact of our information
collection requirements and minimize the public's reporting burden. The
purpose of this notice is to allow for 60 days of public comment
preceding submission of the collection to OMB.
DATES: To ensure consideration, comments regarding this proposed
information collection must be received on or before June 10, 2024.

SUPPLEMENTARY INFORMATION:
I. Abstract
This request is for an extension of a currently approved
information collection. The Federal regulations at 50 CFR 665 authorize
the Regional Administrator of the National Marine Fisheries Service
(NMFS), Pacific Island Region to provide eligible western Pacific
communities with access to fisheries that they have traditionally
depended upon, but may not have the capabilities to support continued
and substantial participation, possibly due to economic, regulatory, or
other

barriers. To be eligible to participate in the western Pacific
community development program, a community must meet the criteria set
forth in 50 CFR 665.20, and submit a community development plan that
describes the purposes and goals of the plan, the justification for
proposed fishing activities, and the degree of involvement by the
indigenous community members, including contact information.
This collection of information provides NMFS and the Western
Pacific Fishery Management Council (Council) with data to determine
whether a community that submits a community development plan meets the
regulatory requirements for participation in the program, and whether
the activities proposed under the plan are consistent with the intent
of the program, the Magnuson-Stevens Fishery Conservation and
Management Act, and other applicable laws. The information is also
important for evaluating potential impacts of the proposed community
development plan activities on fish stocks, endangered species, marine
mammals, and other components of the affected environment for the
purposes of compliance with the National Environmental Policy Act, the
Endangered Species Act and other applicable laws.
II. Method of Collection
The collection of information of a community development plan
involves no forms and respondents have a choice of submitting
information by electronic transmission or by mail. Instructions on how
to submit a community development plan can be found on the Council's

Estimated Total Annual Burden Hours: 30 hours.
Estimated Total Annual Cost to Public: $50 in recordkeeping/
reporting costs.

IV. Request for Comments
We are soliciting public comments to permit the Department/Bureau
to: (a) Evaluate whether the proposed information collection is
necessary for the proper functions of the Department, including whether
the information will have practical utility; (b) Evaluate the accuracy
of our estimate of the time and cost burden for this proposed
collection, including the validity of the methodology and assumptions
used; (c) Evaluate ways to enhance the quality, utility, and clarity of
the information to be collected; and (d) Minimize the reporting burden
on those who are to respond, including the use of automated collection
techniques or other forms of information technology.
Comments that you submit in response to this notice are a matter of
public record. We will include or summarize each comment in our request
to OMB to approve this information collection request (ICR). Before
including your address, phone number, email address, or other personal
identifying information in your comment, you should be aware that your
entire comment--including your personal identifying information--may be
made publicly available at any time. While you may ask us in your
comment to withhold your personal identifying information from public
review, we cannot guarantee that we will be able to do so.
