Abstract
This document requests comments on the proposal to substitute Channel 245B1 for vacant Channel 245B at Mattoon, Illinois. The existing vacant Channel 245B at Mattoon is not in compliance with the minimum distance separation requirements of the Federal Communications Commission's (Commission) rules. A staff engineering analysis indicates that Channel 245B1 can be allotted to Mattoon, Illinois, consistent with the minimum distance separation requirements of the Commission's rules, with a site restriction of 12.2 kilometers (7.6 miles) southeast of the community. The reference coordinates are 39-23-17 NL and 88-17- 21 WL.

ACTION: Proposed rule.

SUMMARY: This document requests comments on the proposal to substitute
Channel 245B1 for vacant Channel 245B at Mattoon, Illinois. The
existing vacant Channel 245B at Mattoon is not in compliance with the
minimum distance separation requirements of the Federal Communications

Provisions of the Regulatory Flexibility Act of 1980 do not apply
to this proceeding.
Members of the public should note that from the time a Notice of
Proposed Rule Making is issued until the matter is no longer subject to
Commission consideration or court review, all ex parte contacts are
prohibited in Commission proceedings, such as this one, which involve
channel allotments. See 47 CFR 1.1204(b) for rules governing
permissible ex parte contacts.
