SUMMARY: HUD is seeking approval from the Office of Management and
Budget (OMB) for the information collection described below. In
accordance with the Paperwork Reduction Act, HUD is requesting comment
from all interested parties on the proposed collection of information.
The purpose of this notice is to allow for an additional 30 days of
public comment.
DATES: Comments Due Date: December 7, 2023.

SUPPLEMENTARY INFORMATION: This notice informs the public that HUD is
seeking approval from OMB for the information collection described in
Section A.
The Federal Register notice that solicited public comment on the
information collection for a period of 60 days was published on August
29, 2023 at 88 FR 59536.
A. Overview of Information Collection
Title of Information Collection: Home Equity Conversion Mortgage
(HECM) Counseling Standardization, Application for HECM Counselor
Roster, and Certificate of HECM Counseling.
OMB Approval Number: 2502-0586.
OMB Expiration Date: August 31, 2018.
Type of Request: Reinstatement, with change, of previously approved
collection for which approval has expired.
Form Numbers: HUD-92902 and HUD-92904.
Description of the need for the information and proposed use:
Reinstatement of previously approved collection to provide and maintain
a current HUD approved HECM counselor roster. Counseling is required
for all borrowers seeking to obtain an HUD insured HECM. The HECM
Counselor examination and the HECM Roster application, HUD Form 92904,
assist HUD in evaluating the knowledge and capacity of individuals
interested in providing HECM counseling to potential HECM borrowers,
thereby satisfying statutory requirements and reducing the risk to the
insurance fund. The addition of the Certificate of HECM Counseling, HUD
Form 92902, which is currently part of OMB Collection 2502-0524, to
this collection is appropriate because the Office of Housing Counseling
regulates all items pertinent to the roles of HUD-approved housing
counselors, which includes HECM Roster Counselors. OMB Collection 2502-
0524 was recently approved by OMB and has an expiration date of 4/30/
2024. Revisions to HUD Form 92902 were necessary as per recommendations
made by HUD OGC to ensure compliance with the Paperwork Reduction Act
burden statement as required in 5 CFR 1320.8(b)(3) and the Privacy Act
Notice requirements in 5 U.S.C. 552a (e)(3).

B. Solicitation of Public Comment
This notice is soliciting comments from members of the public and
affected parties concerning the collection of information described in
Section A on the following:
(1) Whether the proposed collection of information is necessary for
the proper performance of the functions of the agency, including
whether the information will have practical utility;
(2) The accuracy of the agency's estimate of the burden of the
proposed collection of information;
(3) Ways to enhance the quality, utility, and clarity of the
information to be collected; and
(4) Ways to minimize the burden of the collection of information on
those who are to respond; including through the use of appropriate
automated collection techniques or other forms of information
technology, e.g., permitting electronic submission of responses.
(5) ways to minimize the burden of the collection of information on

HUD encourages interested parties to submit comment in response to
these questions.
