EnerSmart Los Coches BESS LLC; Notice of Filing
Take notice that on July 7, 2023, pursuant to Section 211 of the
Federal Power Act (FPA),\1\ Section 9.3.3 of the San Diego Gas &
Electric Company (SDG&E) Transmission Owner Tariff (TO Tariff),
EnerSmart Los Coches BESS LLC (EnerSmart Los Coches) filed an
application requesting that the Federal Energy Regulatory Commission
(Commission) issue an order requiring SDG&E to provide interconnection
and transmission services for EnerSmart Los Coches' proposed Los Coches
BESS battery energy storage facility under the terms and conditions of
the Transmission Control Agreement between SDG&E and the California
Independent System Operator Corporation (CAISO), the SDG&E Tariffs,
CAISO's Fifth Replacement FERC Electric Tariff, and the Small Generator
Interconnection Agreements between EnerSmart Los Coches and SDG&E,
dated April 23, 2023, as it may be in effect from time to time.\2\

3 MW battery energy storage facility, interconnecting at one point
of interconnection, specified as (i) ``an extension of Los Coches
circuit 246 from the Pole P75091.''

Any person desiring to intervene or to protest this filing must
file in accordance with Rules 211 and 214 of the Commission's Rules of
Practice and Procedure (18 CFR 385.211 and 385.214). Protests will be
considered by the Commission in determining the appropriate action to
be taken, but will not serve to make protestants parties to the
proceeding. Any person wishing to become a party must file a notice of
intervention or motion to intervene, as appropriate. Such notices,
motions, or protests must be filed on or before the comment date.
Anyone filing a motion to intervene or protest must serve a copy of
that document on the Applicant. On or before the comment date, it is
not necessary to serve motions to intervene or protests on persons
other than the Applicant.
In addition to publishing the full text of this document in the
Federal Register, the Commission provides all interested persons an
opportunity to view and/or print the contents of this document via the
