Abstract

In compliance with the Paperwork Reduction Act of 1995, the Defense Finance and Accounting Service announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; the accuracy of the agency's estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

Proposed Collection; Comment Request

AGENCY: Defense Finance and Accounting Service (DFAS), Department of 
Defense (DoD).

ACTION: 60-Day information collection notice.

SUMMARY: In compliance with the Paperwork Reduction Act of 1995, the 
Defense Finance and Accounting Service announces a proposed public 
information collection and seeks public comment on the provisions 
thereof. Comments are invited on: whether the proposed collection of 
information is necessary for the proper performance of the functions of 
the agency, including whether the information shall have practical 
utility; the accuracy of the agency's estimate of the burden of the 
proposed information collection; ways to enhance the quality, utility, 
and clarity of the information to be collected; and ways to minimize 
the burden of the information collection on respondents, including 
through the use of automated collection techniques or other forms of 
information technology.

27, 2023.

SUPPLEMENTARY INFORMATION:
    Title; Associated Form; and OMB Number: Application for 
Trusteeship; DD Form 2827; OMB Control Number 0730-0013.
    Needs and Uses: The information collection is needed to identify 
the prospective trustees for active duty military and retirees. The 
information is required in order for the Defense Finance and Accounting 
Service (DFAS) to make payments on behalf of incompetent military 
members or retirees. DFAS is representing all services as the 
functional proponent for Retired and Annuitant Pay.
    Affected Public: Individuals or Households.
    Annual Burden Hours: 18.75.
    Number of Respondents: 75.
    Responses per Respondent: 1.
    Annual Responses: 75.
    Average Burden per Response: 15 minutes.
    Frequency: On occasion.
    When members of the uniformed services are declared mentally 
incompetent, the need arises to have a trustee appointed to act on 
their behalf with regard to military pay matters. Individuals will 
complete this form to apply for appointment as a trustee on behalf of 
the member. The requirement to complete this form helps alleviate the 
opportunity for fraud, waste, and abuse of government funds and 
member's benefits.
