AGENCY: National Marine Fisheries Service (NMFS), National Oceanic and 
Atmospheric Administration (NOAA), Commerce.

ACTION: Notice; public meeting.

SUMMARY: The Mid-Atlantic Fishery Management Council's (MAFMC's) Summer 
Flounder, Scup, and Black Sea Bass Monitoring Committee will hold a 
public meeting.

DATES: The meeting will be held on Tuesday, November 15, 2022, from 9 
a.m. to 4 p.m., EDT. For agenda details, see SUPPLEMENTARY INFORMATION.

SUPPLEMENTARY INFORMATION: The Summer Flounder, Scup, and Black Sea 
Bass Monitoring Committee will meet to discuss 2023 recreational 
management measures for each species. The Monitoring Committee will 
consider how to apply the recently adopted Harvest Control Rule Percent 
Change Approach to these species in 2023, including the percent change 
in harvest the measures should achieve in 2023. The Monitoring 
Committee will also recommend the appropriate coastwide or federal 
waters recreational management measures (e.g., possession limits, fish 
size limits, seasons) for all three species.
