Abstract
In compliance with the Paperwork Reduction Act of 1995, the Defense Counterintelligence and Security Agency announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; the accuracy of the agency's estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

AGENCY: Defense Counterintelligence and Security Agency (DCSA),
Department of Defense (DoD).
ACTION: 60-Day information collection notice.

SUMMARY: In compliance with the Paperwork Reduction Act of 1995, the
Defense Counterintelligence and Security Agency announces a proposed
public information collection and seeks public comment on the
provisions thereof. Comments are invited on: whether the proposed
collection of information is necessary for the proper performance of
the functions of the agency, including whether the information shall
have practical utility; the accuracy of the agency's estimate of the
burden of the proposed information collection; ways to enhance the
quality, utility, and clarity of the information to be collected; and
ways to minimize the burden of the information collection on
respondents, including through the use of automated collection
techniques or other forms of information technology.

SUPPLEMENTARY INFORMATION:
Title; Associated Form; and OMB Number: FOCI Outside Director/Proxy
Holder; OMB Control Number 0705-0005.
Needs and Uses: This information collection is necessary so that
DCSA can provide proper monitoring and oversight of companies with
Foreign Ownership, Control, or Influence (FOCI), while those companies
provide services on a U.S. government contract. In order to mitigate
conflict of interest risks, DCSA will designate Outside Director/Proxy
Holder(s) (OD/PH) for the specified company. The OD/PH will be a
cleared U.S. citizen who can ensure that the foreign owner is
effectively insulated from the company in classified matters of the
U.S. government. The overall intent of this collection is to prevent
foreign interests from influencing the company's performance of
classified contracts in matters of U.S. national security.

Annual Burden Hours: 4,050.

Annual Responses: 5,400.
