Item I--Applicability of Small Business Regulations Outside the United
States (FAR Case 2016-002)

This final rule amends the Federal Acquisition Regulation (FAR) to
give agencies the tools they need, especially the ability to use set-
asides, to maximize opportunities for small businesses outside the
United States or its outlying areas, as defined in FAR part 2. Prior to
this rule, the FAR stated that the small business programs do not apply
outside of the United States (FAR 19.000(b)). This rule supports the
Small Business Administration (SBA) policy of including overseas
contracts in agency small business contracting goals.

Editorial changes are made at FAR 4.402, 4.1103, 12.302, 12.402,
15.601, 18.205, 46.102, 52.212-5, and 52.222-54.
