Abstract
The Environmental Protection Agency (EPA) is planning to submit an information collection request (ICR), Contractor Cumulative Claim and Reconciliation (EPA ICR Number 0246.14, OMB Control Number 2030-0016) to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act (PRA). Before doing so, EPA is soliciting public comments on specific aspects of the proposed information collection as described below. This is a proposed extension of the ICR, which is currently approved through December 30, 2021. Public comments were previously requested via the Federal Register on April 12, 2021 during a 60-day comment period. This notice allows for an additional 30 days for public comments. A fuller description of the ICR is given below, including its estimated burden and cost to the public. An agency may not conduct or sponsor and a person is not required to respond to a collection of information unless it displays a currently valid OMB control number.

SUMMARY: The Environmental Protection Agency (EPA) is planning to
submit an information collection request (ICR), Contractor Cumulative
Claim and Reconciliation (EPA ICR Number 0246.14, OMB Control Number

detail the information that the EPA will be collecting, are available

Abstract: All contractors who have completed an EPA cost-
reimbursement type contract will be required to submit EPA Form 1900-
10. EPA Form 1900-10 summarizes all costs incurred in performance of
the contract and sets forth the final indirect rates. This form is
reviewed by the contracting officer to determine the final costs
reimbursable to the contractor. The Federal Acquisition Regulation
(FAR) 52.216-7 states that the Government will pay only the costs
determined to be allowable by the contracting officer in accordance
with FAR Subpart 31.2. Furthermore, FAR 52.216-7 states that indirect
cost rates shall be established for each fiscal year at the close of a
contractor's fiscal year. EPA Form 1900-10 summarizes this information
for the entire contract period and provides a basis for cost review by
contracting, finance, and audit personnel. In addition, FAR 4.804-5
mandates that the office administering the contract shall ensure that
the costs and indirect cost rates are settled.

Respondents/affected entities: All contractors who have completed
an EPA cost-reimbursement type contract.
Respondent's obligation to respond: Mandatory (FAR 52.216-7).
Estimated number of respondents: 5 (total).
Frequency of response: Once, at the end of the contract.
Total estimated burden: 31.5 hours (per year). Burden is defined at
5 CFR 1320.03(b).
Total estimated cost: $4,730.40 (per year), includes $0 annualized
capital or operation & maintenance costs.
Changes in Estimates: There is no change in the hours in the total
estimated respondent burden compared with the ICR currently approved by
OMB. The previous ICR included annual costs of $60 for postage and
envelopes, which is now done electronically. Therefore, there are now
no operating and maintenance costs.
