AGENCY: National Credit Union Administration (NCUA).
ACTION: Notice and request for comment.

SUMMARY: The National Credit Union Administration (NCUA), as part of a
continuing effort to reduce paperwork and respondent burden, invites
the general public and other Federal agencies to comment on the
following revisions of a currently approved collection, as required by
the Paperwork Reduction Act of 1995.
DATES: Written comments should be received on or before November 26,
2021 to be assured consideration.

SUPPLEMENTARY INFORMATION:
OMB Number: 3133-0004.
Title: NCUA Call Report.
Form: NCUA Form 5300.
Type of Review: Revision of a currently approved collection.
Abstract: Sections 106 and 202 of the Federal Credit Union Act
require federally insured credit unions to make financial reports to
the NCUA. Section 741.5 prescribes the method in which federally
insured credit unions must submit this information to NCUA. NCUA Form
5300, Call Report, is used to file quarterly financial and statistical
data through NCUA's online portal, CUOnline.
The financial and statistical information is essential to NCUA in
carrying out its responsibility for supervising federal credit unions.
The information also enables NCUA to monitor all federally insured
credit unions with National Credit Union Share Insurance Fund (NCUSIF)
insured share accounts.
Affected Public: Private Sector: Not-for-profit institutions.
Estimated No. of Respondents: 5,031.
Estimated No. of Responses per Respondent: 4.
Estimated Total Annual Responses: 20,124.
Estimated Burden Hours per Response: 4.
Estimated Total Annual Burden Hours: 80,049.
Reason for Change: The Call Report is being restructured to
streamline the schedules, retire obsolete account codes, and
accommodate the Risk-Based Capital Ratio Calculation schedule.
Revisions are attributed to adding schedules for Off-Balance Sheet
Exposures and the Risk-Based Capital Ratio Calculation. Adjustments
have been made to the number of respondents due to the decline in the
number of federally insured credit unions, which has averaged
approximately one percent per quarter.
Request for Comments: Comments submitted in response to this notice
will be summarized and included in the request for Office of Management
and Budget approval. All comments will become a matter of public
record. The public is invited to submit comments concerning: (a)
Whether the collection of information is necessary for the proper
execution of the function of the agency, including whether the
information will have practical utility; (b) the accuracy of the
agency's estimate of the burden of the collection of information,
including the validity of the methodology and assumptions used; (c)
ways to enhance the quality, utility, and clarity of the information to
be collected; and (d) ways to minimize the burden of the collection of
the information on the respondents, including the use of automated
collection techniques or other forms of information technology.
