Section 19(b) of D.C. Law 17-63 provided that the act shall expire after 225 days of its having taken effect.

Law 17-50 substituted “the earlier of October 1, 2008, or the date that a captive insurance company, to be formed at the direction of the Department of Insurance, Securities, and Banking, certifies to the Mayor and the Council that it will offer medical liability insurance to free clinics” for “October 1, 2007”.
