National consultation rights(a) has the meaning as set forth in 5 U.S.C. 7113;
Consultation rights on Government-wide rules or regulations(b) has the meaning as set forth in 5 U.S.C. 7117(d);
Exclusive recognition(c) has the meaning as set forth in 5 U.S.C. 7111; and
Unfair labor practices(d) has the meaning as set forth in 5 U.S.C. 7116.
